In 1981, landfill operations will cost $68,000 more than revenues and this shortfall will be made up from the disposal reserve fund. There is some good news for Scugog Township residents. The council gave approval to negotiations between the Region and a private pit operator in Uxbridge, and if those nego- tiations prove satisfactory to the Region, garbage from Uxbridge will not start coming to the Scugog landfill site next year. If that happens, it is estimated the six year life of the Scugog dump couid be cut in half, a prospect that is causing concern for Scugog Mayor Jerry Taylor who doesn't like the idea of Town- ship residents not having the convenience of a dump here. '"'Here we are increasing 2 -- PORT PERRY STAR -- Wed., December 2, 1981 Garbage problems Regional taxes all the time, yet we could end up taking away a fundamental service (the garbage dump) for Scugog residents," Mayor Taylor said at the meeting last week. Areport from the Regional works committee says that the dump in Scugog (just west of Port Perry) is the most expensive to operate at $26 per tonne in 1981. The estimated cost in 1982 is $22.60. Because of these costs, the finance department has hinted strongly that the Scugog dump should be closed down completely. In fact, at the meeting last week, Durham's director of finance Jack Gartley told council that from a cost efficient point of view, the dump in Scugog should be closed. 'The reason it is still open is political," said Mr. Gartley. Mayor Taylor responded to this by saying that Scugog Township council this summer voted to ask the dump here be closed at noon on Saturdays as one way to reduce costs, but the Region vetoed the idea because Durham has a contract with a commercial hauler who uses the dump Saturday afternoons to get rid of garbage from the Oshawa transfer station. Lingering - in the back- ground of the unhappy garbage situation is a fore- cast of what it will cost Durham to find and open a new dump site for all of the Region. A report says that to get this new dump in operation by 1986 will cost $6.7 million. At the moment, Durham has not got any particular site in mind. At one point during the debate last week, Oshawa councillor Mike Armstrong said that maybe it is time for the Region to get out of landfill operations completely and turn the garbage dumps over to private enterprise which he claimed seems to be able to operate them at less cost than the Region can.
