Ah (0) 32, AN XTRA, 28 Pages Bitter cold snap hits, school bus routes cancelled Like just about every- where else in the country, Scugog Township shivered through a bitter cold snap that sent the mercury well below zero on the Fahrenheit scale. . Fierce winds made the chill factor much colder and reduced visibility at times to almost nothing for those drivers fortunate enough to get their cars started. School buses in Scugog Township were cancelled Monday (for the second Monday in a row) and many parents kept their young- sters home from classes because of the extreme cold. Both the Durham Police and the Whitby OPP re- ported very treacherous driving conditions on Town- ship, Regional and provin- cial roads, but no serious accidents. And unlike areas to the north and west of Scugog, there were no highways closed to traffic in this area. Garages and towing com- panies were kept busy inthis area Sunday and Monday as many motorists- found their cars simply would not start in the brutal cold. The severe cold -and-high ~ winds were similar to the (Turnto page 19) Tax penalty 18% If you don't pay your property taxes on time, the penalty, will be 18 per cent annually, or 1.5 per cent per month. Scugog council passed two by-laws Monday afternoon setting the penalty for both - overdue and arrears at 18 per cent. Actually, the penalty for taxes in arrears has been in effect since October 1, but the new rate for overdue taxes is an increase of three per cent from the previous 15 per cent. Municipal councils can set penalty rates up to 1.5 per cent above the current bank prime rate. The bank rate January 11 was 16.5 per cent. There is currently about $400,000 owing to the Town- ship in 1981 property taxes. ¥ $1 Million | target for Whip Page 8 Inside the Star Fishing on Lake Scugog Page 16 A 42-year old woman was killed January 6 in a car- truck crash on Highway 7A, about four miles east of Port Perry. Elizabeth Ruth Cook, of RR 1, Campbellcroft was eastbound about 5:30 in the evening when her car hit a westbound sand truck driven by Richard Spang, 34, of Blackstock, who was not seriously hurt in the accident. The truck apparently was under contract to Durham Region for winter sanding, and the driver was on his way to pick up sand for roads south of Port Perry. Road Woman killed in car-truck crash conditions at the time of the accident were slippery. A spokesman for the New- castle detachment of the OPP said Monday morning that the accident is still under investigation. Campbellcroft is a small community northwest of Port Hope. The driver of this heavy truck escaped without treacherous road conditions about four miles east of serious injury but the occupant of a car involved in the crash last week lost her life. The accident occurred on Council asks Health Unit to continue monitoring lake Scugog Township council will ask the Durham Health Unit to continue monitoring the water quality at the Port Perry beach next spring and summer. Council made the request Monday following release of a report from the Health Department which showed high levels of faecal coliform bacteria contamination in two tests carried out last summer. But council declined a recommendation from.the Health Unit which suggested the municipality request an in-depth water quality test- ing program for Lake Scugog be carried out next year by the provincial Minis- try of the Environment. In its report on the water quality, the Health Unit says it is not able to carry out an intensive study of the water "due to financial restric- tions." . The Health Unit "is no longer able to employ a summer student who used to "do this work,' says the report. : At the meeting of council Monday, Regional councillor Lawrence Malcolm suggest- ed that the two high readings of water samples from last summer don't necessarily mean there is a problem. He said the Township should ask the Health Unit to continue to monitor the situation. The report shows that last August' 19 and August 31, water samples taken at the beach turned up readings of 5200 and 8100 faecal coli- Port Perry on Highway 7A. [see story] forms. Other tests during a ten week period over the summer months turned up readings ranging from 50 to 900 Area councillor Don Crosier suggested that the Township ask a represen- tative from the Health Unit to attend a council meeting and explain the report and pin-point exactly where the water samples were taken. Scugog Mayor Jerry Taylor said Monday that if further tests this summer reveal high counts, warning signs at the beach may have to be posted. He suggested that the Ministry of the Environment be asked to carry out more extensive (Turnto page 3) Decision soon on action for Manchester wells Residents of Manchester may find out by the end of this month what action will be taken to correct contami- nated wells in their commun- ity. Scugog Mayor Jerry Taylor told council Monday afternoon that he was in- formed by a rep from the provincial Environment Ministry that a decision will be made in the near future. Many of the residents of Manchester are unable to drink the water from their wells due to salt and other contaminations, and last year, the Environment Ministry agreed to pay 75 per cent of the cost of drilling new wells. ' However the hold-up in getting water to that community has been be- cause it may be more feas- ible to pipe water from Port Perry to Manchester, and the Environment Ministry policy committee has yet to decide if the funds ear- marked for paying 75 per cent of the cost of new wells could be applied to a piped water supply system. The Ministry apparently is fearful that paying money for a piped water supply system could set a precedent for other communities in Ontario facing similar problems. The cause of the salt contamination in the wells has been partly attributed to winter salting operations on the provincial highways in the community.
