Council is irked over the new regulation which makes it illegal for anyone to deliver letters other than the Post Office. In 1981, the Oshawa PUC delivered Regional water bills in the Oshawa area, but this will have to be stopped this year, and the Regional finance department estimates it could cost Durham as much as $33,000 more to have the bills go through the post office. The Durham resolution will be forwarded to other municipalities and munici- pal organizations for endorsement. Council stopped short last week of endorsing a resolu- tion from Lennox and Add- tington County, which was scathing in its criticism of the entire Canadian postal system. Although members of Durham council agreed in part with the resolution, and several said it should be formally supported, others said the resolution criticism was too general in scope. Several Durham coun- cillors said they could not support a resolution which contained a clause stating that *" ... Canada Post is an inefficient, unreliable service, operated in the main by inefficient, unreliable . workers whose militancy will not be dissolved by a Crown Corporation throwing money. at deep-rooted insoluble problems." Council voted by a wide margin to take no action on the Lennox resolution and instead to come up with a Durham resolution expressing concern for the new regulations, but not at the same time taking a broad swipe at every person who works for the Post Office in Canada. With the new postal rates that took effect January 1, the Region's finance depart- ment estimates Durham's postage costs this year will be $175,000. That's a substan- tial increase over the 1981 cost of $100,250.
