Durham Region YMCA has expressed an interest in using the building as a day- care centre, and some pre- liminary negotiations be- tween the YMCA and Town- ship officials have taken place. And, council learned Mon- day that the owner-operator of a nursery school in Whitby is also interested in the build- ing for use as a nursery school for about 60 young- sters split into morning and afternoon classes. Nancy Finnigan, a res- ident of Scugog, says in a letter to council that she has operated a nursery school in Whitby for the past five years, and is interested in re-locating this school in Port Perry. In discussions previously about what to do with the old library building on Queen Street, the position of Scugog council has been that the use of the building should be in the public interest, and that any lease or rental agree- ment whould not put a bur- den on the taxpayers. In light of the fact that there are now two parties seriously interested in the building, the matter was turned over to the finance committee for study. The new library is slated to open early in June, and it is expected that the Queen St. building will be vacant about that time. Late in 1981, the Township on two occassions placed ads in this paper asking for pro- posals on uses for the old "building. Township administrator Earl Cuddie told council Saturday 10A.M.to 5P.M. The suggestion came in a report from the Region's finance and works commit- tees presented to council last Wednesday. If Durham council was to slap a freeze on water and sewer projects, it would mean area municipalities may have to postpone some road re-construction this year. And that could lead to a bitter confrontation between the Region and some of the area municipalities. In fact, the first round in that dispute was fired last week at the Regional council meeting when Oshawa councillor Bruce McArthur made it very clear he would not support any freeze or mora- torium on Durham projects. In a joint report to council, the Region's Works and Finance committees suggest the freeze or moratorium for one year on.about $5 million worth of projects that would have to be debent , Included in Jess projects is the replacement of water mains along Highway 7A in Port Perry at an estimated cost of $220,000. | The report suggests that the ramifications of such a moratorium be considered, in light of the "current chaotic conditions in the economy" which make accurate forecasting and predictions almost impossible. Durham currently is some $70 million in debt for past sewer and water projects, although $42 million of this amount is in interest free loans, from the provincial government.
