Put a Tory, a New Demo- crat and about 20 Regional councillors around a big table and turn them loose for a general discussion on the economy, and you will get a lot of opinions, ideas and suggestions about what's wrong with this country. That was about the result last week when Durham Regional council held a special meeting with NDP leader Ed Broadbent and Tory MP Scott Fennell on the topic of economic problems generally and those specific- ally affecting Durham Region. - The two other federal MPs who represent parts of Durham Region, Allan Lawrence and Bill Scott, had been invited to the meeting, but were unable to attend. - And 11 members of the 3t person Regional council also did not attend the meeting. However, Mr. Herrema did say that Durham Region council will draft a state- ment of concern over the economy which will be sent to the federal government in Ottawa. And Mr. Fennell told the meeting he will continue to push federal transport officials for action to extend commuter rail service into Cshawa from Toronto. The lack of commuter rail service to Oshawa has long been a sore point with Regional councillors, and Mr. Fennell told the meeting he believes that commuter cars could be used for two hours in the morning and evening on existing track without disruption of freight trains. Both Mr. Fennell and Mr. Broadbent agreed that high interest rates are the number one economic pro- blem facing the country right now, and the impact in Durham is especially hard because consumers are not able to buy new cars because of the high rates. But as might be expected, they differed somewhat in their-ideas of how to correct the situation with Mr. Broad- bent favouring a five point reduction coupled with short term exchange controls to keep money from leaving the country. Mr. Fennell said exchange controls would be virtually unworkable and said they would would not have much effect because so much money has left Canada in the past couple of years. He went so far as to say that Canada may have to go to the Inter- national Monetary Fund for Region council, federal MPs chew the fat over economy help like Mexico and the United Kingdom did in the 1970's. Although both MPs and several members of council took some heavy swipes at the federal liberal Govern- ment, the discussion for the most part was relatively free of partisan politics, but not quite. One topic of discussion that was of concern to all present was the decision to scrap the Lakespan Ferry Service out of Oshawa to the United States. Neither Mr. Broadbent or Mr. Fennell were very optimistic of the service would be brought back, but both said they would continue to press for it in Ottawa. And both MPs expressed displeasure with the way the Federal government has dealt with import and export regulations, especially with Japan, saying that Japan has effectively closed the door on Canadian imports (except raw materials) while continuing to ship manufactured goods to this country in great number. In all, the meeting was interesting, but the argu- ments were the same ones that New Democrats and Tories have been talking up for months across this country. And the meeting will probably not have much impact on the unemploy- ment rate in Durham, which currently is at an all time high of over 13 per cent. And after enjoying a sur- prising solid year for new construction in 1982, Durham is in a slump this year with building - permits down everywhere. The statement of concern from Durham Region to the federal government is expected some time early in September.
