With winter coming on and no signs that the overall economy is turning around, officials fear the worst is yet to come. Regional councillor John De Hart said recently he would like to see the pro- vince increase its share of welfare payments by 10 per cent. De Hart is chairman of Durham"s Social Services - committee. Without this kind of an increase property owners could feel the pinch in two ways: increased taxes or a reduction in other Regional services to cover the welfare costs. Welfare offices in Ontario report they are seeing a new type of client in the last few months: employable persons who have found themselves out of work for the first time in their lives. They simply can't find a job and must turn to welfare when Unem- ployment Insurance benefits expire. In July of this year, the welfare roles in Durham Region had about 1000 more people than in the same month last year.
