Speaking to about 50 farmers from across Durham, Mr. MacDonald was highly critical of many policies of the Provincial Government in his hour-long speech that was sprikled with statistics to back up his points. He zeroed in on the dis- appearance of prime farm land, saying there are no laws to prevent this, just guidelines. And he made particular reference to 7000 acres in Brampton (the home riding of Ontario Premier William Davis) which are slated for develop- ment and now in front of the Ontario Municipal Board for a decision. "Who's protecting the prime agricultural land in this Province? An irreplace- able natural resource is being destroyed," he said. Mr. MacDonald is the present chairman of the NDP caucus in Ontario. He recently gave up the seat he held in the York-South riding for many years to make room for NDP leader Robert Rae to run in a by-election to be held on November 4. Mr. MacDonald is now an advisor to Mr. Rae on farm policies and was agriculture critic in the Legislature for some 27 years. He said in his speech that ... Mr. MacDonald said the Government has backed away from promised property tax reform for farms, even though im- plementing the reforms would only cost the treasury about $8 million more each year. He said interest rates are hurting farmers who see a return of just three per cent on capital investment. He said there should be programs to provide farmers with long-terms lines of credit at reasonable rates. Mr. MacDonald also lamented the demise of food processing plants in Ontario, saying "it will take years to re-build this industry in Ont- ario." He mentioned one canning company in the Niagara Region which had 33 plants in the 1950's when it was bought by an American company. There are now just three plants in operation, he said. FAMILY PAK 99 Saying several times during his speech that farmers are being short- changed, he said it is difficult to understand as the current Agriculture Minister Dennis Timbrell is reported to have clout in the Cabinet, and the deputy-minister of Agriculture is one of the most influential civil servants in Queens Park. The partisan and hard- hitting speech to the Durham Region farmers was greeted with polite applause, but there was not one question directed to Mr. MacDonald from the floor after the speech.
