Durham-York A peek into what might be in next spring's budget was provided this month by Ontario Treasurer Larry Grossman in the first of a series of economic statements that will open _ up the budget-making process in the province.. Earlier this year Treasurer Grossman promised to allow more public input into budget- making in Ontario. In preparing next year's budget, the Treasurer says he has three major concerns. These concerns are the continued economic recovery, payments the province receives from the Federal Government and the size of Ontario's debt. In 1984, Treasury of- ficials are predicting an 8.2 per cent increase in the amount of money the Ontario Government takes in through taxes and fees. Payments that the province receives from Ottawa, however, are a matter of concern. As far as grants from the Ontario Government are concerned, the schedule is shaping up this way. Hospitals will receive on average an in- - _crease of 8 per cent in grants, universities will get an increase of just under 7 per cent, com- munity colleges will get just over 7 per cent, while school boards and municipalities will both get increases of 5 per cent. As far as the provincial debt is concerned, Treasurer Grossman has said that with recovery he wants to see the amounts we owe reduc- ed, or at least stabilized. To help cut debt in the province, the Treasurer has frozen the amount of funds Ontario Hydro can borrow next year. This is part of a total $37.4 million in provincial grants earmarked by the Ministry of Natural Resources to help finance projects being undertaken by the pro- vinces' 39 conservtion authorities this year.
