Malcolm argued that enforcing the by-law will create pro- blems and councillor Wolters said the Township will have ex- penses because there are 300 meters of sidewalk in front of municipal pro- perty that will have to be kept clean. As well, he said, there is six feet of sidewalk at every corner that is municipal respon- sibility, not that of the property owner. At one point councillor Cottrell accused these in opposition of "stalling one more time," and said the council can't con- tinue to act like an ostrich and stick its head in the sand on this issue. THE CHALLENGE Prior to discussion on this controversial by- law, a couple of ratepayers in Port Perry told the meeting that most people don't object to clearing snow, but the task is almost impossible when snow plows throw large amounts from the street onto the sidewalks. Jim Davidson said he has always cleared the sidewalk, "but I might balk at it now." And Howard Hall, a resident of Queen Street, who was at the council meeting on another mat- ter unrelated to the snow by-law asked for permis- sion to speak on the issue. He bluntly told the council the proposed by- law is not enforceable. He said he was a member of the old Port Perry village council when it repealed a similar by-law more than a decade ago. "I have not shovelled the sidewalk in front of my property for 30 years and I don't intend to start now. You (council) can't enforce this and 1 challenge you to try," he said, with a wide smile on his face. All the wrangling and bickering at the last two council meetings might have been avoided had Ward 1 councillor Neil Hunter been in attendance. February 19, 1985 -- 9 Township treasury department makes leap into computer age The Scugog Township treasury department is about to make the leap into the age of computers Counc. .4onday after- noon authorized the pur- chase of a new data pro- cessing "super-micro" system by MAI Canada of Markham at a cost of about $62,000. The system, which will include a central pro- cessor, three VDT's and three terminals, will be used by the Township treasury for such things as tax collection, preparation of tax bills, payrolls and the general ledger of the municipality. Treasurer Kathleen Harper told council members that the Township needs a com- puterized system, and once in place, it will greatly cut down on staff time for the department. Mrs. Harper presented council with two pro- posals for computer systems geared for . municipal needs, both at about the same price. One factor that moved council to agree on the MAI system was that municipal staff can be trained in the Township office once the equip- ment has been installed. The other system under consideration would have required staff to travel to Guelph for training. The current system us- ed by the Township is nine years old, and Mrs. Harper said there is a danger that paper records on file could be destroyed by fire or sub- ject to theft.
