Liberals stall marina proposal The Ontario govern- ment is stalling on its decision concerning the future of a program established in June by the Ministry of Natural Resources. The former Progressive Conser- vative government had set aside $1-million to help private marina operators become more competitive and to better attract the estimated 1.2 million pleasure craft that enter Ontario waters each year. Marina operators face a great many essential costs in order to stay in business. '"This program provides funds for such things as gasoline holding tanks, shore wall protection, dredging and aquatic plant removal - items that are essential yet generate no revenue," said Ross Stevenson, Durham York MPP. The program - funded under the Board of In- dustrial Leadership and Development (BILD) - is to pay for the entire cost of the essential but non- revenue producing items up to a limit of $50,000, provided the private marina operator spends an equal or greater amount on other marina improvements such as more and better slips or electric services. "When you consider the positive impact this program will have on tourism, conservation and the additional revenue it will create, it 1s a sound investment," added Stevenson. It should be noted that the estimated annual direct expenditures on recrea- tional boating in this pro- vince is more than $1-billion. He said that the BILD program will enhance Ontario's existing private marina system, create an incentive for investment in marinas and encourage marina operators to stay in the boating business. It is ex- pected to create 1,250 temporary jobs and 300 permanent positions. Stevenson is disap- pointed with the govern- ment's indecision since he has been working closely with the Ministry of Natural Resources on this program. He said that the program will be a great boost for Durham-York"s tourism industry. "Three marinas in Durham- York have been waiting to apply to the program - one on Lake Scugog and two on Lake Simcoe," said Stevenson. The indecision may result in a delay until next spring before the program can begin operations. Initially, the program was scheduled to start this fall. There are approximately 13,000 private marinas across Ontario. Job creation and a boost to the tourism industry will result from the Ontario Marina Improvement Program.
