Ross Tysick, who is acting as chairman for the Neighbourhood Watch Program enlisted council's support in having signs installed on the five roads entering Blackstock, informing people the community will be protected by the Neighbourhood Watch system. The presentation moved Coun- cillor Yvonne Christie to comment, "Neighbourhood Watch, like the Block Parent program make me feel unfortunate to live in the kind of society where they are necessary.' She went on to add that although she approved of both associations, she felt it was "sad" that society had dropped to a level which made their need a necessity. Mayor Jerry Taylor stated, "Myself and council are behind you and the residents of Blackstock one hundred percent." In an interview after the meeting, Tysick stated the chapter now being formed would be for the Blackstock area only. As chairman, he is presently in the process of getting houses within the community "sign- ed up" for the project. He hopes to arrange a public meeting on Sunday, November 23 at the Blackstock Recreation Centre, Ss A WEEK! Thurs. & Fri. til 8:00 p.M. adding that if there is enough response, he just might move the proceedings to the arena. "We will publicize the meeting two weeks in advance," said Tysick, who hopes the majority of householders in Blackstock will come out in favour of, and support, Blackstock backs Watch the Neighbourhood Watch Program. Tysick has been working on the project for over three months now, in conjunction with Constable Mike Bevin of Durham Regional Police. Council acknowledges | local sidewalk concern Members of Scugog council have acknowledged the concerns of Greenbank residents regarding the lack of sidewalks, and have agreed to meet with Janet Banting and the Greenbank School Advisory Committee. In response to a letter from Ban- ting, Ccuncillor Yvonne Christie stated there was not one member present who did not agree that sidewalks were needed in Green- bank, but added the cost of some $40,000 plus to construct them pro- ved a problem. "Last year we faced this same problem at budget time," said Christie. "And as I recall it was a matter that if we did the Greenbank project, there would be no money left for any other (project) in this municipality." She added she did not argue the fact that the situation of children walking to school without sidewalks was dangerous, but although they were desperately needed, it all boil- ed down to a matter of cost. "This must be a budgeted item, and we are going to have to even- tually bite the bullet-and do the job properly, or not do it at all," she concluded. Alluding to the fact that "this was a terrible site to build a school," Councillor Lawrence Malcolm was told the school was built in its pre- sent location when the area was still part of the old Reach Township, on land that was given to them. Mayor Jerry Taylor indicated the sidewalks would not be built this year as there were simply no funds for such a project. He added it was not just a matter of constructing the sidewalks, but that catch-basins, sewers and curbs must also be ad- dressed. He did, however, promise that the matter would be considered again during the 1987 budget meetings.
