Scugog Township has been completed by the Ottawa based consulting firm of Sesquaig Incorporated. Buf the recommendations in the lengthy draft won't be made public until after the special Township committee has had a chance to study the report. The 108-page document was prepared by the consultants over the past several months and it thoroughly examines all aspects of recreational and cultural needs and" facilities in Scugog Township. - The draft contains 79 recommen- dations, some of which will be con- troversial and have long range im- has 79 recommendations plications, if adopted, for the residents of the Tow nship However, the authors of the report point out that the draft is "'for discussion only," and some of the recommendations may be changed before the final needs study is com- pleted and presented to the Township council. The draft report will be officially received this Thursday evening (Jan. 22) by the special committee appointed last year by Township council which drew up the terms of reference for the study. Cdmmittee member Dr. Jack Cot- trell said last week the draft will be made public in the next three or four weeks after the committee and Township council have thoroughly examined the report. It is likely that a special public meeting will be call- ed to discuss the recommendations contained in the draft form.. The authors of the draft report say the final Recreation Needs Study will be a "major planning tool for all areas of recreational and cultural activities and interests at the municipal level in the Township of Scugog." The first step in the expropriation " process for a school site in Port Perry is expected this week when the Durham Board of Education serves an application against the registered owner of the property, in this case, Scugog Township. The serving of the application will "'start' the legal clock running" in what could be a lengthy and com- plicated process, according to a spokesman for the Board of Education. This is the first expropriation the Durham Board has been involved in since 1971 when the Board used ex- propriation to'get a site for a high school in Oshawa. The Durham Board has started the proceedings in Port Perry for seven acres in the northwest corner of the Fairgrounds at Simcoe St. and Durham Road 8. That land is own! ed by the Township, but under lease to the Port Perry Fair Board. The Board wants to build a new elemen- tary school on the seven acres. The local Fair Board has declined to sur- render its lease with the Township. The municipal council is on record that it will not oppose the expropriation. The Board spokesman: said that once the application has been serv- 'ed and a legal notice of expropria- tion has been published for three consecutive weeks in - this newspaper, the owner of the land or - any party registered on title has 30 days to.request a hearing of a necessity.
