The Expropriation Act provides that, (a) where an inquiry is requested, it shall be conducted by an inquiry officer appointed by the Attorney-General: ~ (b) the inquiry officer, (1) shall give each party to the inquiry an opportunity to present evidence and argument and to examine and cross-examine -witnesses, either personally or by his council or agent, and, (1) may recommend to the approving authority that a party to the inquiry be paid a fixed amount for his cost to the inquiry not to exceed $200.00 and the approving authority may at its discre- ton order the expropriating authority to pay such costs forthwith. 2 "Owner" and "registered owner", are defined in the Act as follows: (a) "Owner" includes a mortgagee, tenant, execution creditor, a per- son entitled to a limited estate or interest in land, a committee of the estate of a mentally incompetent person or of a person incapable of Nanaging his affairs, and a guardian, executor, administrator or trustee in whom land is vested: (b) "registered owner' means an owner of land whose interest in the land is defined and whose name is specified in an instrument in the proper land registry or sheriff's office, and includes a person shown as a tenant of land on the last revised assessment roll. '3. On two occasions last year, the Fair Board voted not to break the - lease. In January, the Fair Board declined to accept a council offer of up to $300,000 in re-location assistance plus site preparation of the land behind the Scugog Arena which is owned by the Township. Mr. Stroud opened his remarks by stating the Fair Board "would real- ly like to negotiate a settlement satisfactory to all." He called the split that has taken place in the community over this issue "very unfortunate' and said the Fair Board, council and the Durham Board of Education "should be working as a team to resolve this." He suggested that the Township should be looking for another site for the Fairgrounds, or the Durham Board of Education should find another location as the site for a new public school. « Despite Mr. Stroud's statements that the Fair Board is willing to work with council, several members of council said they resented the position they were in, and on a cou- ° ple of occasions Ward 1 councillor Yvonne Christie directed some harsh words and comments at Mr. Stroud. He replied that councillor Rabies on rise (From page 1) that a domestic animal may not begin to show symptoms for weeks, even months after being bitten. He said the symptoms don't start to become obvious until the rabies virus has travelled through the ner- vous system and into the brain of the animal. The best protection, he went on, is to have all domestic pets and animals vaccinated against the disease. And he said pet owners should not let their animals run at large, especially at night when they could run into nocturnal creatures like skunks, foxes and raccoons which may have the disease. Finally, he stressed that parents must educate their children never to approach a wild animal and to be very wary of any strange dogs that happen into the neighbourhood. The Health Unit is undertaking rabies awareness programs in elementary schools throughout Durham Region. A rabies awareness week has been set aside in early April and Health Unit of- ficials are now making the rounds in Durham presenting information to local municipal councils. Spring and Fall are the most com- mon times of the year for rabies to become a serious problem, likely because foxes tend to travel during these months. Councillor Harvey Graham said that if council agreed to the Fair Board's proposal *'the Fair would be a heck of a lot better off than it is «NOW, He suggested the Fair Boayd can't expect to have all the facilities duplicated in the first year of re- location. 'Some of the requests should be toned down." Dr. Bill Cohoon, a member of the Fair Board a member of the com- mittee appointed by the Board to negotiate with the council told the meeting 'the simple solution is to tell the School Board to find another site." Rod McKay, the newly elected president of the Fair Board said after the meeting that 'the major concern of the Board is that the new site be suitable and ready to permit the continuation of the Fair without interruption." He said the Fair Board recognizes the necessity of a satisfactory school site within the Town. And while the" Fair Board '"'would prefer a site other than on the existing Fairgrounds, the Board wishes to assure all the residents of the Town . and surrounding community of their responsibility to the community interest."
