Realizing the need for some serious traffic planning in the Water St., Carnegie St. and 7A Highway areas, Scugog council has engaged the firm of Totten, Sims, Hubicki to study and make suggestions to help alleviate some of the problems in this area. At present there is a problem with traffic leaving Port Perry Plaza, and with future developments scheduled for the north side of 7A Highway and further commercial growth on the south side of the highway just east of the present stop lights council has decided it is time to take a close look at this rapidly growing area. Mr. Ron Patchell, an engineer with Totten, Sims, Hubicki presented a preliminary report to council Monday morning outlining some possible solutions to both the traffic problems along 7A Highway 'in the area of the plaza and also some alternatives to the Carnegie Street intersection. According to the report, there are presently 8 separate entrances and _ exits onto 7A Highway from the businesses east of the present stop lights, and the fact that they are staggered have caused a large traf- fic congestion problem. The engineering company also Teachers vote for strike mandate (From page 1) a fully qualified supply teacher hired the first day a teacher is off sick. The Board has offered to bring in such a teacher after the third day of illness. . And Ms. Tindall said the two sides are still unresolved over the issue of wages: The Board has offered an in- crease of 4.5 percent, while the teachers are seeking a 5.4 percent salary hike. : High School teachers with the Durham Board have been working without a contract since a one year ~ agreement expired last September 1. If contract talks fail to reach any agreement and the teachers bargaining unit decides on a strike, five days notice must be given. Saturday, CANOE te NON June 6th, 1987 noted that with the advent of future development the traffic flow will un- doubtedly increase causing an even larger problem unless something is done. Mr. Patchell presented council with three proposals in regards to the Highway 7A/Water Street con- jestion problem which ranged in cost from $204,000 to a high of $462,000 to rectify. All councillors agreed that Option 1 was the most logical of those presented, but also realized that they had many hurdles to get over before anything could be accomplished. Option one would downgrade the existing entrance into Port Perry Plaza allowing ingoing traffic only, with an exit/entrance farther to the east near the entrance to Cashway Lumber and Homestead Furniture. This easterly entrance would be signalled and hook up with a propos- ed road that would cross Highway 7A near Conway Gardens and then loop around and connect onto Water Street just to the north of Crandell's Riverboat. The thought about putting a set of traffic lights at the present exit/en- trance tp Port Perry Plaza was not really given much consideration. "The quickest and cheapest solution to the problem is to put lights at this entrance,'"' said Mayor Jerry Taylor, *'bufithis may be the wrong place when we consider the future development that is going to take place in the area." Mr. Taylor was eluding to the pro- posed large indoor shopping mall and condominiums proposed on the -property now being used by Conway Gardens, the car wash and Bayshore Take-out, and also the strip plaza development proposed . for the area now being.used by Anderson Chevrolet-Oldsmobile on 7A beside the Port Perry Pldza. The second problem, that of traf- fic in and out of Carnegie Street ap- pears to be a much cpstlier problem * to rectify with estimates in the $1 million range. : Mr. Patchell presented council with two proposals in regards to the Carnegie Street/Highway 7A in- tersection but council opted to leave this one alone until they look further into correcting the problem to the east. Councillor Christie said she felt that new entrances to the Plaza area would take care of some of the pro- blems at Carnegie St., but she felt that something would eventually have to be considered for the Carnegie Street entrance. "We must now ignore the ex- istance of what is already there and try to come up with a plan that is go- ing to be the best for the Township in the future," councillor Hall said.
