Formerly known as the Port Perry Hydro Electric Commission, Scugog Hydro now has over 1900 customers, a far cry from the time in 1922 when there were about 230 customers. It was on Friday, Sept. 29th, 1922 that hydro was officially turned on in the village of Port Perry, and ac- cording to hydro records, the Port Perry Star office was the first customer to be hooked into the system, The Scugog Hydro Commission, in marking the 65th anniversary has prepared the following history key- noting some of the highlights in the growth of this important utility. The Village of Port Perry was in- ~ corporated in June of 1871. December 15th, 1919, Council pass- ed a by-law for a vote to be taken by the people, to decide if they wished to buy power from H.E.P.C. of On- tario. (They were presently being serviced with power from a steam generator located at the foot of Queen Street). March 4th, 1920 -- By-law No. 775 was read and passed, authorizing the Council to make a contract with H.E.P.C. of Ontario, to supply power to the Corporation of the Village of Port Perry, 'Ontario. April 15th, 1920, the Town re- quested the HE.P.C. to make a survey for designing and the re- quirements of construction and cost. On June 4th, 1920, a Statute of the said by-law and contract were con- firmed by the Ontario Legislature. (Chapter 18. Ont. Statute 1920). It was again confirmed on the 3rd of May 1921. (Chapter 20. Ont. Statute 1921), by an Act of the On- tario Legislature. In February of 1922, the Village of Port Perry received and read the letter from H.E.P.C. as to the con- o ditions and terms of the proposed agreement. On February 20th, 1922, the Hydro contracts for light service and power were examined and totalled as follows: 171 domestic; 39 com- mercial and 3 power, with rates for domestic, minimum bill $2.00 and $3.00 for commercial. March 11th, 1922, the resolution was drafted and signed by the Reeve, Mr. E. Rundle and the Clerk, Mr, W.H. Harris, and forwarded to the HE.P.C. At this time, the number of sign- ed and accepted contracts were: 185 domestic; 45 commercial and 4 power, plus 90 street lights. Council requested H.E.P.C. to proceed to give power to this Village of Port Perry. Council requested assistance from H.E.P.C. for planning of lines and inspection of same during construction. May 26th, 1922, John Livingston was engaged as construction superintendent at a salary of $175 per month. Reeve Rundle was made chairman of the committee of the Council of Hydro distribution system, June 12th, 1922 -- work commenced. By-law 639 was passed on August 14th, 1922 amending rates to 15 cents per kilowatt hour. On Friday, September 29th, 1922 the Hydro was officially turned on. Mr. John Rolph turned the switch at the Town Hall. Present were Reeve Friger, Mr. James, Mr. Parker and Mr. Purcell. The Port Perry Star was the first customer to be hooked up. December 21st, 1922, by-law 769 was passed by the Village of Port Perry, providing debentures to defray the cost of building the distribution system of the Village of Port Perry. Control and manage- ment of the construction and opera- tion of said work was vested in Elec- tric Light and Water Committe of the Council -- subject to supervision of the Council. There were no records between 1922 and 1947. June 1947 Port Perry Hydro set up their own office, purchasing a used billing machine from HE.P.C. Febuary 9th, 1948, a power line was built from the sub-station at Bigelow Street to Scugog Street along the C.N.R. road. April 1949, Port Perry Hydro bought 5,100 feet of 3 phase primary line on Scugog Street for $1,661.47. In January 1953, a Hydro Com- mission was set up, with Mr. A.T. Cox as Chairman, J.E. Jackson, and Reeve Mr. J.J. Gibson as Commis- sioners. Mr. R.B. Davies was Secretary-Treasurer. September 1966, Mr. Larry R. Mabley was hired as Superintendent of the outside work. April 1967 a new line truck was bought at a price of $16,800.00. May 1967, Mr. J.D. Jones was hired as Lineman. 1967, Ontario Hydro gave permis- sion to borrow $100,000 on debenture for a new line truck and M.S. No. 1 Sub Station. As of January 1972, Port Perry Hydro Commission had 1,100 customers with Mr. L.R. Mabley as Manager-Secretary, Mr. J.D. Jones as Lineman and Mrs. Yvonne M. Redknap as Treasurer. The Commissioners were: Mr. Wm. Williams, Chairman; Mr. CE. Griffin, and Reeve Mr. R.A. Kenny. 1974, Senior Citizens Building, housing 40 apartments was added to our customers. 1974, Mrs. Jeanne Goode was hired as part time office help. 1976, February 16th, M.S. No. 2 was put into operation on Bigelow Street at a cost of approximately $90,000.00. 1976, Mrs. Diana O. Wood was hired on February 1st as Treasurer. The Commissioners at this time were: Mr. Wm. Williams- Chairman Mr. C.E. Griffin- Vice Chairman Mr. R. Kehny- Commissioner Mr. L. Malcolm- Mayor Staff: Mr. L.R. Mabley- Manager Mr. D. Jones- Lineman Mrs. J. Goode- Part time office help 1977, a new line truck was pur- chased at $40,000. 1978, new service installed at 459 Bigelow Street - 60 unit apartment building. : 1978, Mr. David Harris was hired as an apprentice Lineman. Approx- imately 120 homes were built in Ap- ple Valley Subdivision increasing our customers by same number. 1979, the Port Perry Hydro Elec- tric Commission changed its name and from December 1st, 1979 will be called: Scugog Hydro Electric Commission. -- Homes were built in Perry Glen Estates increasing our customers by 98. (Gas heated). 1979-1981, the Commissioners changed to: Mr. C.E. Griffin- Chairman Mr. A.R. Dejeet- Vice Chairman Mr. C. Willes- Commissioner Mr. Wm. VanCamp- Commissioner Mr. D.J. Goode- Part time office help 1980, Mr. David Jones resigned March 7th and in August, Mr. Rick Prosser was hired as an apprentice Lineman. 1984, the office changed over to computerized billing system MAI. 1982-1985, the Commissioners changed: Mr. A.R.
