Intersection may not warrant traffic lights Studies carried out this summer by the Ministry of Transportation and Communications show there is not enough daily traffic to warrant signal lights at the intersection of Highway 7A and the Port Perry Plaza entrance. However, Scugog Mayor Jerry Taylor believes the municipality should continue to work towards having lights installed at the in- tersection which has been the scene of numerous accidents in the past three years. The Mayor told the Star last week that even if the daily traffic counts don't meet Ministry standards for signal lights, the intersection is an "exceptional one" for several-other reasons including the fact there are five entrances on the north side of the highway and there is a change of speed zone from 80 km to 50 km/hr. just a few hundred yards to the east of the plaza entrance. There have been several ac- cidents there this year, ten in 1986 traffic situation is serious enough that they are hiring off-duty OPP of- ficers to direct vehicles on busy weekends and Friday evenings to the tune of about $25,000 this year. For a T-type intersection, the Ministry minimum requirements for traffic signals are at least 4500 vehicles per day in an urban area with more than 10,000 population. Mayor Taylor said last week that while the municipality has not yet received an official copy of the traf- fic counts carried out this summer, he has been told verbally that the counts do not meet the Ministry requirements. There is yet another factor in the traffic control situation along that particular stretch of Highway 7A and this is the proposed large scale commercial and residential development on the north side off the highway. A Toronto developer is in the pro- cess of planning a 60,000 square foot plaza plus seniors apartments and with this developer early in October to discuss the plans and the location of the entrance off the highway will certainly be one topic under discussion. In fact, a report prepared this summer for the municipality by the Township's planning consultants recommends that if the proposed development on the north side of the PORT PERRY STAR -- Tuesday, September 22, 1987 -- 13 Highway gets approval, the Township council should insist that the entrance line up with the en- trance into the plaza on the south side. It's estimated that the cost of traf- fic signals at this intersection would be about $100,000. If the Ministry finally agrees to put in the signals, the cost would be the responsibility of the property owne, - on either side of the road. Mayor Taylor said the Township council is waiting to get an official copy of the average daily traffic counts from the summer study and also to find out if the proposed development on the north side of the road will entrance opposite the plaza entrance.
