Over the last two years Canadian and provincial governments have also been sibsidizing crop pro- ducers with the Special grains Program and various stabiliza- tion programs, to protect farmers who are at the mercy of foreign treasuries. Recently the policies and economics have been changing. Demand for oilseeds have in- creased sharply. Attempts are be- ing made in Europe to control production levels to reduce stocks. In the last month, a dry period in Brazil has reduc- ed the supply of soybeans and fur- ther dry weather in the U.S. midwest has driven future prices on soybeans up by more than 20 per cent. Stocks of wheat and corn have also been dropping, although they are still at high levels and act against any significant increase in grain prices. The drought in Western Canada, if it continues, will affect world wheat prices. Charged for sewage discharge The Ontario Environment Ministry has charged the District Municipality of Muskoka and one of its employees after sewage from a municipal septic lagoon was discharged into the surroun- ding area. The discharge occur- red in the township of Georgian Bay on October 30 and November 1 of 1986. The Corporation of the District Municipality of Muskoka and engineer David Wayne Stiver, Bracebridge, each face two counts under section 13 (1) (a) of the Environmental Protection Act (EPA), which relates to impair- ing the environment. The maximum fine for each "count under the EPA is $5,000. A return court date was set for 1:30 p.m., July 7, at Bracebridge Provincial Offences Court. The supply of barley and canola, which is grown in the cooler areas are not affected to the same ex- tent. As farms in southern Ontario shift to the more profitable soy- bean crop, it may tend to increase the basis for Ontario corn. We see several fields of hay and winter wheat that are thin from winterkill, being plowed up to be planted to soybeans. Even some land that has been abandoned for the past 2 or 3 yeas is being work- ~ Crop prices give optimism for profitable yr. ed up this spring. This optimism for a more pro- fitable year is still at an early stage. Farmers should be aware of the trends and take some price protection, if they cannot afford the risk of having prices drop back to the previous level.
