Not so joyful theft Durham Regional Police be- lieve joy-riders were responsible for the theft of a 1987 Chrysler LeBaron car from the lot of Scu- gog Chrysler in Manchester. The theft took place the night of August 23-24 and the car was recovered a day later in a field west of Highway 12. Police say the window on the driver's door had been smashed out, and there was damage to the front and rear bumpers as well as the under-carriage. A re-zoning application was filed by Manila resident Ernie Duncan, who told council Monday afternoon he wants to use the ex- isting building as a twice weekly auction centre and hold flea mar- kets on the weekends. However, Township adminis- trator Earl Cuddie told council that a use of the property as an auction centre needs an amendment to the Durham Official Plan, before the local council has the authority to deal with a re-zoring application. The application submitted by Mr. Duncan for re-zoning spells out "retail and wholesale of new and used merchandise (flea Mar- ket)" but makes no mention of an auction centre. He told council that wording was used on the application to cover the selling of retail and wholesale merchandise. A property owner to the north of the subject lands told the public hearing he has some conerns about a flea market operating on weekends. Council told Mr. Duncan that the re-zoning application would have to be re-written, spelling out the use as a flea market-auction centre, and he would need an amendment to the Region's Offi- cial Plan before the council can deal with the re-zoning.
