Tle-breaking vote by Mayor PORT PERRY STAR -- Tuesday, May 16, 1989 -- 5 Council withdraws support for truck yard Scugog Township council has withdrawn support for a controversial application for a trucking yardin Ward 4, "But it took a tie-breaking vote by Mayor Howard Hall Monday afternoon. What the vote means is that Scugog council will not en- dorse the Official Plan applica- tion at the Regional level filed by Laverne Sutton. Mr. Sutton has been trying to get permission to build a house and a yard for his small trucking business (gravel) on land on Concession b, just west of the Township Works Depot. Several nearby residents have firmly opposed the appli- cation on the grounds that they don't want a truck yard in what they see is a rural residential area. At Monday's meeting, Ward 4 rep Glen Malcolm pro- posed a motion that the council continue its support of the ap- plication. Councillors Neil Hunter and Marilyn Pearce agreed. But the motion went down to defeat when Don Cochrane, Yvonne Christie, Al Goreski and the Mayor voted against it. Without the support of the Township council, the chance of the Region approving the amendment is signficantly re- duced. Mr. Sutton presently oper- ates his trucking business from Parking to be built at spring (From page 1) And in a report that will go in front of Regional council this week (May 17) Works Comis- sioner Bill Twelvetrees states that negotiations have been completed with the land owners on the west side of the road, who have agreed to include land for a parking lot for about 12 vehi- icles. : "With a west side location for the spring and access from ithe local (Sideroad 6) only, the proposed improvements to Road 23 will also improve safety for the users of the spring only," says the report. The land owners on the we DOWNTOWN PORT PERRY side of Durham 23 are in the process of building a ski resort, and have reached agreement with the Region to construct ex- tra traffic lanes for turning onto Sideroad 5 from Durham 23. Concerns have been grow- ing in recent months that be- cause of the large number of people who stop their vehicles to collect spring water, a serious accident causing a death is just waiting to happen. At one point, there was a suggestion that the spring should be capped off, but it ap- pears that drastic step won't be necessary. In building the new outlet system on the west side of the road, the Region will construct a pipe with four indivdual out- lets to cut down on the waiting time for people collecting water. There will also be a trough area where farmers can collect large quantities of water in bulk tanks. If the recommendation gets the approval of the full Regional council this week, work on the parking lot and moving the pipe to the west will be done this summer. The Chalk Lake spring has become famous for its water in recent years. People from as far away as Hamilton can be found at the spring filling containers of all shapes and sizes with the cold clear water. The water is checked for bacteria on a regular basis by the Regional Health Unit. his home in Nestleton. Councillor Malcolm said if 'his motion for support had car- ried on Monday, the business would have been controlled by sight plan restrictions to limit the number of trucks and other machinery. Subdivision rejected The Durham Region Plan- ning Committee is recommend- ing that a 23 lot subdivision on Scugog Island be turned down. The recommendation, which has the support of the Re- gion's planning department, is Scheduled to go in front of the full Durham council this week (May 17) The application is for 23 lots along the west side of Spring Blvd. on Cedar Shores Beach. The site is 29 acres on the north side of Concession Road 8. A report on the application from the Planning department, says the "shoreline residential" designation in the Official Plan would apply only to lands front- ing onto Spring Blvd. "The report says the propo- sal to include a cul-de-sac in the eastern portion of the land would "be an intrusion of resi- dential uses beyond the area fronting on Spring Blvd. into a predominantly agricultural and rural area that has been designated for recreation and conservation land use." The report states the Min- ister of Agriculture objects to the proposed subdivision be- cause part of the lands contain Class 2 soils, and there would be the potential for conflict be- tween future residents and ex- isting farms in the immediate area.
