(From page 1) Richard Gubb, who bought vacant land in the area last De- cember, and is acting as spokes- man for the landowners, said the day he shot the video tape, there were more than 120 vehi- cles racing around on his land, and he said that on some week- ends there are more than 2,000 peoplein the area. "And they are not drinking soda pop," he told councillors, adding that the intruders come from Oshawa, Toronto and Pe- terborough. He outlined four concerns of the landowners: the destruc- tion of property, including fenc- es; the potential danger of fires; the mess of garbage that's left behind after the party; and the harassment of people who live inthe area. "A lot of drinking goes on, and when a dozen guys bang on your door in the middle of the night to ask to use the phone, you don't say no," he told the council. Staff Sgt. Henry Raetson of the Durham Police was present for Monday's council meeting with the angry landowners, and after seeing the video, he said "you have a problem here. I can sympathize with the way you feel." The Staff Sgt. promised that the Police would step up their presence in the area, us- ing four wheel drive vehicles and dirt bikes, if necessary. But he said even if police - move into the area on a week- end, there are problems with enforcement if property lines arenot clearly defined. - "Just giving us the licence number (of a vehicle) is not good enough for the courts," he said. But he said police patrols in the area could crack down on liquor offenses. And he urged the landowners to put up fences to define their properties so trespass charges can be filed. Several of the property owners said that since late April, the weekend activity in the area has not been as busy. When the complaints first began to come to the attention of the council two weeks ago, Mayor Howard Hall along with members of the Police force spent a Friday afternoon in- specting the Test Hill area. Mayor Hall said from his observations that day there did not appear to have been a lot of recent activity in the area. But after viewing the graphic video, he agreed the Township and the Police will have to do something to make life easier for the property own- ers. The area lies roughly north of the Newcastle-Scugog boun- dary, east of Durham Road 57. There are numerous trails and rough paths through the area which are only passable by four wheel drive vehicles, ATVs or motorcycles. "What we want is a Police presence in there. Block the ex- its," if necessary," said Mr. Gubb. He added that landowners are prepared to co-operate with police and go to court as wit- nesses. Not only is the KCA board opposed to amalgamation, the councils of the 20 municipali- ties that make up KCA have also issued statements of oppo- sition.
