This is one of 75 final recommendations filed recently at the Ontario Energy Board hearing by the Municipal Electric Association (M.E.A.), a group representing Ontario's municipal hydro utilities. This increase would be in addi- tion to the 2.2 per cent increase resulting from the $138 million levy Ontario Hydro must pay the provincial government for guaranteeing the utility's $25 billion debt. Evidence submitted during the five-week hearing indicates Hydro's debt reduction efforts have not been overly effective. To better manage its debt and pro- vide for stability, the M.E.A. recommends the utility raise its 1990 net income to $817 million, some - $250 million more than Hydro recommended. In its argument, the M.E.A. urges Hydro to continue pursuing its worthwhile $2 billion demand management program over the next decade. Energy efficient technologies will help reduce rapidly growing electricity de- mand. Hydro's annual electricity sales growth continues to be in the 4 per cent range. The Association's report also expresses concerns over Hydro's staff levels. Two thousand of the 25,000 Hydro employees were recently declared surplus because of an operations review by an external management com- pany. However, staff levels con- tinue to rise. The Association's 310-page report recommends that Hydro: * Realign its above average salaries with those of comparable companies to help control its operating costs; * Continue its excellent perfor- mance in consistently surpassing provincial government re- quirements for reduction of acid gas emissions; * Accelerate its expansion pro- gram for transmission capacity because of a high growth rate in electricity demand. In the city, neighbours are the strangers that go in and out of the surroun- ding houses each day and night. In the country, people who do this are called thieves. 2 In the country there are fewer people, so everyone knows | each other or at least their gossip. In the city, my life is only | | as open a book as my blue box. City life is more conducive to § | a passing nod or a silent feud over garbage can ownership, hedge | | trimming or whose dog pooped where. Sold signs announce that = I have new neighbours to ignore. i City folk wonder if not being neighbourly is some tragic flaw | | in their own make up like jungle mouth, zits or ring around the {| collar. It's not until they move to the country that they discover i normal neighbourliness - so it must have been those jerks back | home who were bent. = Being neighbourly involves equal degrees of good humour, | patience, sharing and forgiveness. At least I notice that my new . neighbours always seem to be forgiving me. For instance, I read | that I could save energy and money by filling empty freezer = space with paper products, so I bought in bulk and soon had all ¢ my new neighbours' freezers full of toilet paper. The wife said | it was embarrassing to have to go next door for a roll especially § if she ran out in the middle. I said it was more fun than borrow- = ing a cup of sugar. % Then there was that neighbourly gathering on the ice at the front of our place one mild winter day. The gang was basking on deck chairs when I commented that a dead tree would have i to come down soon. In a flash, the chain saws were revving and § I asked that special care be taken not to drop the tree on the dock. "Not a chance ...," said the expert choppers as it crashed across § the dock, *"... that we'll miss." But they cut it up and were back § § to their chairs in 5 minutes flat, so who am I to complain, ex- cept I liked the dock for boats, not kindling. But what's a dock § between neighbours? City neighbours would not have helped - § rd waited years for a dead tree to fall on top of my car all by itself. City neighbours would not sneak into your bedroom early i one morning, either. That would be a thief. But 30 country folk § did and brought breakfast too. I thought it was neat until I § remembered I sleep nude; the wife rolled back to her side of the bed and asked if I thought this was normal? 7 I think it was on par with the time we installed a new sauna .§ one weekend and asked a neighbour to wire it during the week. § We arrived the next weekend for the grand inaugural - only to find the sauna scattered with undies, empty bottles, glasses, & butts and condoms - prank party remnants that were the § neighbourly way of saying 'It's ready!" In the city that would = have been the mess left by the contractor along with the bill. - Country neighbours work together. Every spring I call the § guys to fill in the pot holes in the road; in the city I just wait for the strangers next door to bury their cars in them. Like a chain gang from some Georgia prison we toil up the road and back - until this year when one guy brought his tractor with a § new drag behind it. In the city it would have been someone in { § drag. The crew followed behind on the first sweep with our tools § 8 over our shoulders, watching what a neat job he was doing. On the second sweep, we got real neighbourly and just waited at § the end of the road for him to finish up for us.
