Scugog Mayor Howard Hall said the Township had been concerned about the ap- pearance of the old Creamery ilding site, and the fact the rubble could pose a safety haz- ard to the public, especially youngchildren. He told the Star the council looked a couple of options to fot the site cleaned up, but legally, the Township may not have had the right to send its own works crews in the haul away the de- bris and level the land. After getting legal advice, the Mayor said the Township made the decision to authorize Robert Carr Contracting to clean up the site. Carr had the original con- tract with the owner to do the job, but stopped work several weeks ago and placed a lien against the property when he wasn't paid. Under an agreement be- tween Carr and the Township, the contractor finished the job, was paid by the Township and placed a lien for this part of the work against the property, with an agreement that when the lien is lifted, the Township would be re-compensated. Mayor Hall said this rather unusual :. ment was the only way the Township could move to got the property cleaned up. The cost of the final clean- up was estimated at about $16,000, said the Mayor. The property, which in- cludes the old Creamery build- ing site, and an old house-office to the north, had at one time been slated for re-development as a retirement apartment for seniors. That project was also at one time to include property to the west and property on the south side of Casimir St. The project apparently has fallen through, and the Mayor told the Star he made several unsuccessful attempts to con- tact the owner to find out when the site would be cleaned up. He added that this issue may force the Township to re- examine its policies for demoli- tion permits. Currently, a person taking out a demolition permit is not required to post a letter of credit to ensure the work is completed, and there is nothing to specify that the job must bedone within a specified period of time.
