The Township is unable to find a crossing guard to work the busy intersec- tion of Highway 7A and the Oshawa Road, an intersection that Apple Valley children must cross on the way to school. When the issue came in front of the council Monday af- ternoon, Township administra- tor Earl Cuddie said attempts to hire a crossing guard have not been successful. The Township by-law en- forcement officer has been fill- ing in as a crossing guard at the intersection when his time per- mits. In a letter to the council, residents of Apple Valley state there have been times at 3:25 in the afternoon when there was no crossing guard at the inter- section. And the residents pointed out that the advanced flashing green for vehicles is confusing to young children, who think they too can walk on the flash- ing green. "It (crossing) is an extreme- ly dangerous undertaking with- out the assistance of crossing guards, especially for the younger (children) states the letter from Gord and Pat Bird and Linda and John Wassink. Ward 2 councillor Marilyn Pearce said there is a school bus that starts in Borelia and stops in Apple Valley to pick up a dis- abled students. Some students jump on the bus when it stops, and she said she has heard of some parents who have asked to have their children transferred from Cor- nish School to S.A. Cawker just so they can use the school bus instead of having to walk across the Highway 7A and Oshawa Road intersection. Mr. Cuddie said the fact the intersection is busy is not the sole reason why the Town- ship has not been able to keep guards there. One has had to quit because of health reasons. But he agreed the traffic there can be "vicious." While council agreed to ask the Education Boards to consid- er bus service from Apple Val- ley, there was also a recommen- dation to continue looking for a crossing guard for the intersec- tion. It was suggested that the Township contact the guidance department at PPHS to see if there are any students of high school age interested in the paid job of crossing guard at the in- tersection. The hiring of crossing guards is a responsibility of the municipality. Snowmobile clampdown (From page 1) set an example that Scugog means business in clearing up the problems with snowmobile abuse. Jim Adams, president of the Port Perry Club told council that as part of a public relations campaign to promote better snowmobiling, club members will conduct discussions in Township schools. And he said the Club will be stressing to its own members that the new Township by-law must be obeyed. Scugog received several complaints last winter from res- idents in Port Perry, Prince Al- bert and Caesarea about snow- mobiles on private property and using the sidewalks at exces- sive speeds, sometimes in the middle of the night. The new by-law contains several important changes. Among them is a curfew in Port Perry and Prince Albert from 1:00 AM to 7:00 AM. Snowmobiles are banned outright on Queen and Lilla Streets in Port Perry, and on all sidewalks in the entire Town- ship, except when the operator crosses a sidewalk at a 90 de- gree angle. Snowmobiles will be pro- hibited in Township parks, where signed, and where not signed the speed limit in parks i8 20 km'/hr. On all other roads in the Township where the machines areallowed, the speed limit is 50 km/hr. There are also regulations requiring a muffler in good working condition on all snow machines operating in Scugog. The by-law represents something of a compromise. That caused considerable concern among snowmobilers who live in these communities and use the roads to get to the trail systemor the lake. The outright ban now ap- plies to the heavy traffic streets of Queen and Lilla. Conviction of any breach of the by-law carries with it a maximum fine of $1,000, and a minimum of $50. During Monday's discus- sion with the executive from the Port Perry Snowmobile Club, administrator Earl Cuddie said that all law abiding and respon- sible snowmobile enthusiasts can take a role in enforcing the new by-law by swearing out evi- dence of abuse and agreeing to testify in courts as witnesses.
