McLaughlin announced the start of a two-part national cam- paign to defeat the tax --- a bill she says is "unjust and unfair to Canadian families." The campaign is designed to slow down the legislative pro- gress of the tax bill and, second- ly, to force Conservative MP's to listen to their own constituents at home and force them to vote against the legislation. NDP House Leader Nelson Riis announced the start of a "Parliamentary Resistance" campaign that would use legitimate House of Commons procedures to slow down the passage of the tax bill (Bill C-62). Riis said that "Canadians need the time to mobilize against this tax grab. "Canadians won when they protested pension cutbacks in 1984 and again when the Con- servatives were forced to cancel the purchase of 12 nuclear attack submarines." He said he was disappointed that the opposition Liberal Caucus are co-operating with the Conservatives to get the Bill through the House of Commons. Riis said the New Democrats would not halt 'good legislation" but added that most Government business would be slowed to a trickle. The national campaign will target all regions of Canada and local community organizations will be asked to help mobilize op- position to the tax. Petition cam- paigns, rallies, speaking engagements and tours of local communities are all planned. The campaign is also intended to put the heat on in the home con- stituencies of Government MPs. Manitoba MP, and National Cam- paign Chair Rod Murphy says that Conserviative MPs '"'must understand that his tax is not wanted by their constituents." "The fundamental principle of any democracy is accountabili- ty," said Murphy. "This govern- ment is only listening to their wealthy friends in big business. It is our intention to make the Con- servatives listen to families in their own ridings." McLaughlin said that laid-off workers across Canada shouldn't be told to pay more for their winter boots or heating fuel at a time when they need secure and stable employment. "A defeat of this Bill will be the first step toward establishing a fair tax system in Canada," said McLaughlin. "A fair tax system begins when the rich and the cor- porate sector begin paying their fair share of the tax burden."
