And Mr. Taylor has an agreement with the owners of the plaza to the east to link the parking areas of both plazas. * Before giving final approv- al to proceed with construction, council wants to see the agree- ment in writing, and written as- surances from Mr. Taylor that when and if MTO gives approv- al for the Highway access, the Carnegie Street entrance would be closed. Long range MTO plans for Highway 7A through that area of Port Perry call for widening to five lanes (two driving lanes each direction and one centre lane for turning onto the com- mercial properties on each side of the highway) But just when that project might go ahead is not known. Mr. Taylor said Monday he was told it could two or three years away. Council also expressed con- cern about a parking on a lane- way at the rear of the plaza and whether garbage and delivery trucks and emergency vehicles would have room to manouver. Mr. Taylor said parking in the rear would be for store em- ployees who could move their vehicles if they interfered with larger trucks. Members of council were perplexed that the provincial highways department has de- clined to give the OK for access off the highway at Water Street. At one time there were three homes on that location (zoned commercial) and each had an individual access to Highway 7A. Mayor Howard Hall said the three houses could have been converted to commercial use and retained their highway access. Council to consider smoking bylaw for local restavrants (From page 1) many people are adversely af- fected by second hand smoke, and studies have proven it can be a health hazard to non- smokers. Administrator Earl Cuddie said this was the first request that Scugog has received about a by-law to designate non- smoking areas in restaurants. And the smoking and non- smoking areas at the Township- owned Scugog Arena may be re- viewed as both Mayor Howard Hall and Ward 2 councillor Marilyn Pearce said Monday they have received complaints recently about smoking in the lobby. This winter, the Arena Kids' Colouring DRAW Board made the seating area non-smoking. Smoking is permitted along the mezzanine area be- hind the seats and in the lobby. Mayor Hall said he re- ceived a complaint as recently as Sunday night about the smoking in the lobby areawhen there was a large crowd in at- tendance for a hockey playoff me. Uxbridge Township has posted no smoking signs in its arena, including the lobby area. The letter tabled at Mon- day's council meeting also sug- gested that the Township ban smoking completely in. the Latcham Centre.
