Hands tied says Mayor A sympathetic ear, but not much more. That's about all Scugog councillors could give a Town- ship man who urged council to put pressure on school boards to cut costs. "It's out of our jurisdiction. Our hands are tied," Mayor Ho- ward Hall told Colin Kemp of Nestleton. Mr. Kemp asked council to endorse a resolution calling for integration of bus routes for public and separate students, and that any proposed new school be "for both separate and public systems and have room for expansion." Mr. Kemp even went so far as to say that if school boards don't get together to cut costs, the Township should refuse to issue building permits for any new school. "I am asking the Township to send a strong message to tax- payers, to make some noise that the (duplication) of the school systems is wrong. Let the peo- ple know and let the Ministry of Education know," he said. Mayor Howard Hall said Scugog in the past has ques- tioned the spending by Boards of Education in the Region and Township. But he kept repeating that Scugog does not have the legal authority to hold up a building permit for a new school for these reasons. Mr. Kemp said after the meeting, he will forward his concerns to the Ministry of Edu- cation.
