A proposed zoning amend- ment to permit a re-cycling stor- age depot is running into staunch opposition from home- owners who live nearby. About 60 people crowded the council chambers Monday evening and many of them voiced strong concerns about the proposal by PSR of Whitby. The application calls for a re-zoning of 11 acres of what is farmland on the south side of Concession Road 2, west of Highway 12, and immediately south of the Smith Sideroad. The 11 acres is part of an 87 acre parcel owned by PSR (Please Save and Recycle) presi- dent Doug Puckrin. Lawyer Ernie Coetzee, rep- resenting Mr. Puckrin at Mon- day night's public hearing, told council the commercial use of the land would not pose any threat to the environment, there are no plans for any fu- ture expansion and absolutely no plans for any kind of a gar- bage landfill site. He said the proposed use would involve covered storage bins for paper, tin, glass and plastic resins that are waiting shipment to re-cycling centres. Some cardboard would be compacted in a building on the site, stored in tarp- covered bins and then shipped to re- cycling centres as well. And he said the operation would also include storage of 11 trucks used to pick up these ma- terials from various parts of Durham Region. Mr. Coetzee went on to say that as an indication that PSR has no expansion plans, the 11 acres sought for the re-zoning could be reduced to "two or three acres." "I am urging council to give consideration to this compro- mise," he stated. Mr. Puckrin, who was present for the meeting, said no materials would be stored on the site that are not recyclable.
