That's the way regional coun- cillor Yvonne Christie de- scribes Durham Region's and Metro Toronto's new fee struc- ture for disposi waste at landfills and transfer stations. Starting June 1, only passen- ger cars with residential gar- age will be allowed to dum for free at the Metro-run Brock West landfill site in Pickering. Pick-up trucks, vans and oth- er large vehicles will be subject- ed to a dumping fee. Metro Toronto implemented the "dramatic change" on May 1 without informing Durham council, said waste manage- ment chairman John Aker. Durham only became aware of the change when a Pickeri resident was told he woul have to pay $105 to dump his trash. In aletter to Durham council, Metro's commissioner of works explained that the new system was implemented to "eliminate the abuse that is a parent of the free disposal privileges that were orginally intended for those who wish to haul their residential waste to the landfill site. It also serves to reduce the number of vehicles and traffic in and around the site." The change in Metro's policy left Durham council urgently trying to set up a new policy in this region before Durham- owned landfill sites and trans- fer stations became major dumping grounds for people not Wing to pay the price at Brock . West. nro But coming up with a new fee schedule fueled some fierce de- bate between councillors and took over two hours at both the committee and council level. "You have got to understand this because people are going to be calling you," Councillor Aker warned his colleagues. "We don't want a line-up of vehicles at any of our five loca- tions, but we don't want to make it so expensive (that peo- ple will partake in roadside dumping)," he added. Unlike Metro's new policy, Durham will allow passenger cars, non-commercial pick-up trucks and vans (with or with- out utility trailors) to dump un- der 220 pounds of residential garbage free. Only one load will be allowed per day. The dumping of non- residential garbage (except for Qean fill) will be subjected to a ee. Where weigh scales are avail- able and in service the rate will be $97.50 per tonne. Landfill sites and transfer stations without weigh scales will charge $30 to anyone dumping non-residential gar- bage from all vehicles weighing under 3,000 kg., except passen- ger vehicles. The rate will be $105 for a single axle truck between 3,000 kg. and 7,600 kg., $336 for a sin- le-axle truck over 7,600 kg., 427 for a double-axle truck (except compactor type), $986 for a compactor type double- axle truck, and $1,956 for a tri- axle truck and 75 cubic yard tractor trailor. -- ATTENTION -- B.I.LA. This was the lowest of the two bids. CALCIUM CHLORIDE Miller Paving Ltd. submit- ted the only bid at .1509 per li- tre for 1,000,000 litres for a to- tal cost of $150,900. HOTMIX ASHPALT The bid by Harnden and King Const. was the lowest of four bids submitted. The cost is $44.35 per tonne for 1800 tonnes. total is $79,830 CRUSHED GRAVEL The bid of Fred Nelson and Sons was the lowest of two sub- mitted. Off Belt: $2.24 metre cubed; stockpiled in pit: $2.60 metre cubed; up to 10 km: $3.96 metre cubed; over 10 km .23 me- tre cubed. BITUMINOUS SURFACE Miller Paving was the low- est of two bids received. HF 150P: .66 per litre. Class 2 ag- gregate: $20.14 per tonne. The total is $150,020. As for Councillor Christie, she is more than a little con- cerned about the implication the new structure has on Scu- gog's rural residents. "We don't have township- wide garbage collection," she told the Star after Wednesday's meeting. And that puts farmers and other rural residents who do not make regular trips to the dump injeopardy. Because of this method, she is afraid they may exceed the weight restriction. "It is household garbage. It just goes there (to the dump) on a less regular basis," she told the Star. But the pressure was on Dur- ham councillors at Wednes- day's meeting to make a deci- sion. Time was running out before Metro's June 1 deadline and Durham residents had to be informed of the changes be- fore they came into effect.
