First Brands of Canada, maker of the Glad garbage bags, has developed a clear gar- bage bag for leaf collection. First Brands will be promot- ing their product in Durham during the region's third year of leaf collection. In 1988, Durham initiated one of the first leaf composting projectsin Ontario. Leaves were collected only in the Town of Whitby. Residents packed the leaves in biodegrad- able plastic bags and placed them at the curb for pick up. All eight municipalities par- ticipated in the second year. The northern section of the re- gion used the biodegradable bags while residents in the south used normal garbage catchers and tied the bags with special tags. ) APPLES for SALE Over 1,000,000 bags of leaves were collected in 1989, a region- al works department report states. Because of the excellent participation in the program, volunteers could no longer manually open the bags for the composting process. An auto- mated debagging machine was needed and the region acquired a SCAT machine. _ The 1989 leaves are compost- ing rapidly and have shrunk to 25 per cent of their initial vol- ume. Changes have been made for the 1990 program. Durham Region is endorsing the clear plastic bags from First Brands of Canada. Through the pilot projects, the region realized that the bio- bags were not degrading and the solid bags with special ties didn't allow workers to see any contaminants in the bags. Plastic bags are still the best way of collecting leaves because they seal in odours, are widely available, are moisture resist- ant and are easy to handle. Since the bags are tied, it reduc- es the instance of spillage. No special distribution pro- gram will be needed. The clear bags can be purchased in stores throughout Durham, and cost approximately the same as opaque green or orange bags. The clear bags will be recy- cled after the leaves are de- bagged. Only three people did so. I take this to mean 2 either that very few people who read the column are concerned g # enough about environmental issues to actually take some action, § ® or that people are indeed concerned but would prefer to volunteer § ® for a specific task rather than join a group with unclear goals. : As the volunteer Coordinator appointed by the Township of ® Scugog for this year's Recycling Week, I'm in an excellent posi- & $8 tion to name some very specific jobs that will need doing in the #® next two months. I need a committee to help me with the organiz- § # ing and running of Scugog Township's Recycling Week! % 5 The theme for this year's awareness-raising week, taking # place' November 19-25th, is "The Future is R's." The message & # we will be trying to convey to people is that Recycling is only 2 number three in the 3 R's waste reduction hierarchy. Reduction § 8 and Reuse are numbers one and two, and will deserve special # 8 emphasis in the years to come. The province of Ontariois faced & # with the challenge of reducing the solid waste stream by 50 per- § cent by the year 2000, and since current recycling programs in § our region are only diverting about 5 percent of the total waste stream, it is clear that we have a long way to go yet in our waste 8 reduction efforts! : Since attending a recent workshop in Toronto for Recycl- & 8 ing Week Coordinators, I've already come up with some ideas § 8 I'm pretty excited about. Without other volunteers, however, I § won't be able to pull them off. Here are some jobs that I need help with: 1. Publicity and promotion; 2. Contact with members of the local business community; 3. Contact with community 8 groups; 4. Speakers during Recycling Week; 5. Junk Mail cam- § paign; 6. Library and municipal building display; 7. Event(s) at the library during Recycling Week. : One job I have already done is to contact the Recycling Coor- § dinators in all the Scugog Township schools. A letter with infor- & mation and suggestions about Recycling Week was mailed out § last week to each one. ' 8 : PLEASE give me a call soon (985-3225) if you would like to § 8 help make this year's Recycling Week a worthwhile and suc- § cessful effort. Call even if you can only commit yourself to a § # small task such as making phone calls or making and ® distributing posers. I'will need all of the help I can get! We need 8 to get going on the work as soon as possible if we hope to do an § effective job. : If you belong to a business or a community group that would 8 like to plan an activity to enhance the Recycling Week theme, § 8 please contact:me for information. My Volunteer's Handbook § 8 has good ideas for individuals, municipal and community groups, § retailers, places of business, and educators and youth.
