Plan de veloped to help provide people with addiction support The Durham Region District Health Council recently released its report on Addiction Service Needs for the Durham Region. This study deals with alcohol, drugs and smoking prevention and treatment. The plan, which took approx- imately one and a half years to develop, is the work of a special task force chaired by Robert Finlay, former director of the Durham Branch of the Addiction Research Foundation. The report was developed on the basis of task force discussion, key informant interviews (in- cluding police, industry, physi- cians and school boards), and through the results of a community-wide mail-out survey. The result is that services funded by Ministry of Health have not kept pace with need. As well, due to the centralized location of services (primarily in Oshawa) and significant population growth throughout the region, geographical access to services has become an issue. The recommendations of the plan call for an expansion of ex- isting addiction services, as well as a shift to an increased focus on prevention strategies. A specific example of this is the develop- ment of early intervention strategies targeted at children whose parents are substance abusers. The literature strongly suggests that, without some form of intervention, these children will themselves become substance abusers. An immediate objective is to establish an Addictions Mobiliz- ing Committee for Durham Region. It is envisioned that this body would be comprised of a wide variety of professional and consumer involvement. This com- mittee would function as a coor- dinating body for addiction ser- vices, ensuring that awareness of this issue is kept high on the com- munity agenda. As a final note, the report has been submitted to and is current- ly under the review of the Ministry of Health and the Ministry of Community and Social Services. It is hoped that additional funding may become available to address this problem in Durham Region.
