Milk Board critical of qs government trade talks | iT The Canadian government must move quickly to make it clear that it will follow through on all commitments to Ontario's 9,000 milk producers, according to the Ontario Milk Marketing Board. One critical element was miss- ing in documents presented by Canada at the international trade negotiations in Geneva on Monday. "We knew the Canadian docu- ment had to provide both the ag- gregate measure of support (AMS) and tariff equivalent calculations," said John Core, Chairman of the Board. 'But we had made it clear that the Cana- dian dairy industry should be ex- empt from the application of these measures because they clearly do not make any sense for industries that operate supply management in compliance with Article XI of the GATT." The exemption from the AMS was not addressed by the Cana- dian government in the Geneva document. Instead, the Canadian position was that Canada should receive an adjustment or credit to reduce the AMS calculation, but this is not acceptable. "The dairy industry has clearly and correct- ly rejected the AMS calculation of market price support," Core said. The basis for 86 percent of the AMS calculation is simply the dif- ference between Canadian milk prices and "world" prices. The calculation is irrelevant because world prices reflect countries dumping their subsidized surplus production. World prices are far below the actual production costs for most dairy-producing countries. The AMS calculation of $2.2 billion does not reflect govern- ment spending in dairy as has been suggested in numerous press reports in the last two days. There is no subsidy of fluid milk in Canada.
