Council has asked Ward 2 rep and parks committee mem- ber Marilyn Pearce to come up with some terms of reference for this study. A decision: on whether to go ahead with the study will be made at the next regular meet- ing. The study, by an outside consultant, would be an "opera- tional review" and would ex- maine a variety of things such as the role of volunteers boards, staffing, job descriptions, and fi- nancing of recreation services. Mrs. Pearce has presented council with two detailed analy- ses of the parks and recreations services in this muncipality. She said Monday the coun- cil must start to consider the need for a parks and recreation director by 1992. "If we don't want to ahead with this (study) say so now and the status quo will re- main for the next five years." she told fellow councillors. Council spent a considera- ble length of time discussing recreation in the Township on Monday afternoon, continuing a discussion that began at the previous meeting Nov. 12. The issue of new recrea- tional facilities at Scugog Cen- tre (second ice pad, swimming pool, banquet hall) is tied to the need to re-organize the recrea- tion departments, said Mrs. Pearce. She said the study, if ap- proved by council, will also look at the strategic planning for new facilities at the Scugog g rec dept. Centre. She said a re-organization of the department would not take over the traditional roles of volunteers organizations, but would assist them in delivering recreation services to the com- munity. As for new facilities at Scu- gog Centre, Mrs. Pearce said Monday she would like to see a start on construction before 1995. She suggested that the Township should be making ap- plications for grant money in 1992.
