Five candidate sites taken off table by Durham council on Wednesday Durham Region is out of the dump business. The waste management com- mittee has been abolished and a new one called the waste re- duction committee will take its place and will emphasize reduc- tion, reuse and recycling. The action was taken during Wednesday's regional council meeting. This means that the five can- didate long term sites, includ- ing two in Scugog Township, and the P1 contingency site in the Pickering hamlet of White- vale have been terminated by the region. "All these endeavors and ef- forts are history with these an- nouncements from the prov- ince," said waste reduction chairman John Aker. But the change didn't come easy for regional councillors. Before the meeting, most ob- servers thought the five- part recommendation was a done deal, but council debated the is- sue for two-and-a-half hours. The provincial government announcements referred to by Mr. Aker include a three-part plan announced by Ontario en- vironment minister Ruth Grier recently. The NDP plan to establish a public sector waste authority allowed Durham to wash it's hands of waste management. Most of Durham's five-part recommendation was easily agreed upon by the 24 council- lors (two councillors declared conflicts, while six were absent from the debate). Council agreed to enhancing its 3R role by creating a waste reduction committee, and gave support for the proposal to im- prove the EAA. But two parts came under fire by a handful of councillors. Those parts included termi- nated the region's role in short- term waste disposal (therefore terminating all work on the P1 site) and terminating the re- gions role in long-term waste isposal (therefore stopping all action on the five candidate sites). Ajax councillor Pat Clark spoke for a select number of councillors who wanted to see the long-term plans suspended and not terminated. Mrs. Clark said she wanted Durham's long-term plans put on hold until the region sees what the province's actions are. She fears that by halting the work the province may pick up the sites.
