Councillor Marilyn Pearce challenged this suggestion claiming that there would be "hidden costs if you decided only the rich could play hock- ey." She suggested that if cer- tain portions of the community 'were restricted from using the facility vandalism would in- crease as a result. In his presentation Mr. Kemp referred to only the one arena, but was reminded that there were in fact two arenas in the area. Councillor Malcolm inquired whether the Coalition "was seeking balanced budgets from all halls." Mr. Kemp called for them "to endure to make an attempt to doso." It was also suggested by Mr. Kemp that a recorded vote be taken on all financial matters, and requested that a bylaw be established requiring such a vote. "We want Councillors to know what they voted for," he said, arguing that if the votes were recorded the Councillors might consider more closely what they were voting on. Mayor Hall told Mr. Kemp that it was up to the discretion of Council each time a vote is taken to call for a recorded vote. But Regional Councillor Yvonne Christie shot down the Coalition's proposal stating all matters in some way were fina- cially oriented. Mr. Kemp insisted on a re- corded vote on all financial mat- ters. "I'm asking for complete fiscal responsibility on all mat- ters," he demanded. Regarding development and conflict of interest, it was re- quested that Council consider a bylaw to prevent Council mem- bers from dealing in property development while in office. Mr. Kemp called for a method to eliminate such conflicts in the future. Although he acknowl- edged that a province-wide by- law was in the works, he would like to see something more spe- cific for Scugog. Councillor Al Goreski argued that such a bylaw couldn't be passed, and argued that it would restrict all business men from participating on Council. On the subject of the Official Plan and User Pay, Mr. Kemp argued that The Review of the Durham Regional Official Plan does not categorically state that capital costs attributable to development be recovered by levies. He claims that it con- tains " a loop-hole" by stating 'or any other method.' He suggested that Council di- rect its Regional Councillor to request an amendment to the Official Plan to ensure that de- velopment costs are self- supporting. Councillor Christie remind- ed Mr. Kemp that the Offical Plan did relate to lot levies. She said each municipality was looking into the issue at the present, and public recommen- dations were welcome. Although each point that Mr. Kemp made was contested by the Councillors, he remained optimistic that he was not wast- ing his time. He said Concillors are beginning to listen more and anticipates this will get even better as the weeks goon. "It's an evolution, not a revo- lution," he said. He points to the fact that it is an election year and believes the voters will begin to question the politicians' positions on a lot of these issues, and subse- quently turn them into election issues. Vandals go on wrecking spree Vandals went on a wrecking spree last Friday at a local car dealership. According to Durham Re- gional Police, the windows on three vehicles parked on the lot of Scugog Chrysler were smashed. Nothing was taken in the incident.
