B,, and one of Boston's most prominent citizens died at his home here of pneumonia. Mr, Billings was 61 years old and came to -Boston in his boyhood, He served as collector of the port of Boston and was wide- ly known in civic and business af- fairs of the city, Mr. Billings was a striking ex- ample of a self-made man, having risen from a telegraph messenger boy. At the age of five he came to this city with his parents, After graduating from the public schools he secured employment as & mes- senger boy to earn his way, At the age of twenty-two he took employ- ment with an art firm, meanwhile continuing his studies by attending night schools and summer courses at Harvard, He showed early a bent for social work and at the age of twenty-one was selected as superintendent of the Wells Memorial Institute ana two years later accepted a similar position at the People's Institute, His connection with these two large workingmen's organizations gave him a wide acquaintance through- out the city. For many years he was active fn public affairs. serving as 8 mem- ber of the executive committee of the municipal league, secretary of the Public School Association and as secretary of the Good Govern- ment Association. His work in directing relief when Chelsea was destroyed by fire was so efficient that when the state took action in assisting the vietims of the Italian earthquake in 1908 Mr. Billings was chosen to repre- sent the state in the relief work. Mr. Billings was nominated for the post of collector of the port by former President Woodrow Wilson in September, 1913, and he was formally inducted into office on Nov. 18, 1913, the exercises held in the Custom House being attended by the heads of the various divi- sions, the customs inspectors and several hundred of friends, the oath being administered by Justice Jas. M. Morton, Jr., of the United States District Court. In the post Mr. Bil- lings succeeded the retiring collec- tor Edwin U. Curtis. «| HUGE ICE CAVE PHENOMENON SEEN BY ALTITUDE FLIERS Dayton, Ohio, Feb. 26--Two army fliers in an old army plane reached an unofficial altitude of 39,- 000 feet from Wright Field a few days ago and brought down with them an account of a cgndition above the clouds which meteorologists long have suspected but never been able to prove. The fliers, Lieut. Johnson and Cap- tain A. W. Stevens, pilot and photo- grapher, were forced down by replen- ished fuel at North Field, Columbus, io. The instruments attached to the plane, used in many test and altitude flights, indicated that they reached an altitude outreaching the record of 384205 feet held by Lieut. C. C. ChampigJ "1 the United States Navy. No rn { was calimed be- cause rules ¢ Federation Aero- mautique Ia © jonale prescribe that the pl fame. | the from which it left the earth, The two pilots blamed their failure to establish a record for a two-man plane on another pi air: excessive vis pas flying is between seven and eight thousand feet," they explained. "Af- ter we got above the clouds of ice we couldn't see the ground and the hori- zon line above must have been at least 50000 feet--and we didn't know where we were" J After they had reached the pin- nacle of their flight, Johnson and Stevens were flying in 2 temperature of 76 degrees below zero. They looked below and saw what appeared to be billows of fice crystals, hung in midair and resembling the formations of a cave. , HARDWOOD FLOORS LAID BY EXPERT MECHANICS Old floors finished like new, Storm windows, combination doors, General Contractors B. Murdock McKinnon, preach- ing on the subject "Christ and the Criminal," Sunday. night in Runneymede United Church. "That there is a connection there is mo doubt. Crime is in daily evidence. Hold-ups are multiplying. If, in the face of stiff sentences meted out, there is no appreciable decrease in crime, it may be that ourgtreatment is not all that it ought to be. in Conditions "It is not enough, therefore, to arrest & man and send hinr down-- yes, 'down'--for five or ten years and fold our hands feeling that our duty is done. As a community that cares for its own reputation and fu- ture welfare, diligent inquiry should be made into the influences assoc- jations and antecedents that enter into the making of a criminal. As intelligent citizens we shall pro- ceed to change the conditions as well as to reckon with the criminal. The conditions that make one crim- inal is capable of producing an fin- definite number of criminals unless these conditions are changed. -- ---------- LOANS ON AUTOMOBILES and TRUCKS ALL MAKES Quickest Service and Lowest Rates Awvaile able. olve your ready cash problem.
