There are many impor- tant matters affecting the three Dominions that could be very ma- terially advanced by such meet ings," Mr, Payne pointed out, EXPERTS IN FAVOR OF BANKING PLANS Support Idea to Create One Great World Clearing House Paris, March 12.--The international Committee of Experts of Reparations has decided unanimously in favor of a "world bank," or clearing house, on a tremendous scale to handle the troublesome financial liquidation of the War, it has been understood. The experts held two plenary ses- sions recently at which the report of a sub-committee on the International bank, which was conceived by: Owen D. Young, of the United States, was considered. The experts then adjourn- ed until Monday, but started Satur. day studying the report, which will be published as an official statement, The plan, it was understood, permits participation in the bank of nations other than those concerned in -re- parations, and provides for its loca- tion in a neutral country of Europe, probably Holland or Switzerland. An important feature of the plan is that the bank will create a com- mercial section to stimulate trade, handle Germany's deliveries in kind, seek to bolster exports and permit stabilizing of European exchange rates. The question still remains of what the bank will use as money, how much gold reserves will be necessary and how much each nation will be asked to deposit. Germany was understood to have made a tentative offer last week of a specific total sum which she is will- ing to pay in reparations, but Young, as chairman of the experts, pigeon- holed the offer temporarily, preferr- ing that the experts complete organi- zation of the bank before considering any German offer.
