Fitzgerald, professor of hygiene and preventative medi- cine at University of Toronto. With a scheme of sickness and invalidity insurance in force throughout the Dominion, modelled along the line of that of Great Britain, the cost to Canada for care of the sick and preventative measures would be ~ GANADA YEARLY considerable Dr. Fitzgerald sald. Sickness insurance would allow a more intensive fight against dis less, ease, a further education of the "* people against exposure to danger of sickness, and a concentrated pre- ventative campaign. The principle involved in the in- surance scheme would be one of the well man paying for his health and the sick man paying for his sick- ness, Dr, Fitzgerald asserted. The first step towards this accomplish- ment would be a survey of condi- tions, to discover the approximate extent of disease and the forces at the disposal of the nation to com- bat the evil of largely preventable disease. Roughly, a fighting force of nearly 600 hospitals, 9,000 physi- cians and an army of many thous- ands of nurses existed for a na- tional scheme of sickness insurance, and could be put into operation, paid by the state, said Dr. Fitz gerald. The actual cost of the sys- tem would be borne by industry and labor, each paying its share, with wage earners who came below a certain eapming scale carried free of charge. The administration of the system would be along the lines of the Workmen's Compensation scheme.'
