Smuts, leader of the South African party, has been com- plicated by the charge that he also favors negro equality in the Union of South Africa, Fears of attempts to give the na- tives of South Africa political equality long have possessed the white settlers, and latest develop- ments have indicated the question would force itself forward as the principal issue of the forthcoming South African general elections. Smuts' speech with a signed statement which ac- cused Gen Smuts of advocating a "black kaffir state of which South Africa is to form so subordinate a constituent part that she will know her own name no more." From that assertion they drew the conclusion that Gen. Smuts also believed in political equality for kaffir and whites throughout Af- rica. Gen. Swputs replied that his speecis was misinterpreted, that the Ministers' statement was a deliber- ate attempt to stampede the pub- lic on the native question, and that it was a crime against South Af- rica.
