Buffalo, June 20.--~Two hun- dred passengers, mostly women and children, on the steamer Os- sian Bedell, bound from this city to Erie Beach, Ont,, were thrown into momentary panic yesterday after. noon and two of the crew were slightly injured as a blow-off valve in the engine room burst under heavy pressure of steam. Passen- gers were removed later in safety. The vessel was about 1,000 feet off the Erie Beach dock at the time, Capt. Fontaine said, and started to drift down into the swilt Niagara river, He succeeded in anchoring not far from the Peace bridge. A cloud of steam which envel- oped the boat caused watchers on 'the Canadian and United States shores to spread the report that a fire had broken out, and every available craft in the vicinity was despatched to the Bedell's assist- ance. The injured men were Engineer Robert Greiner and Fireman Dan- iel Bossner, of Buffalo. They wera the only occupants of the engine room at the time the valve let 0. As the steamer was drifting into shoal water, the fire boat Potter, answering distress. signals, made its way through dangerously low water to the crippled yessel's side. . Test flights will start here this week to determine whether the aeronautical engineering activity of the world in the first quarter cen~ tury in which the secret of hu~ man, power-driven flight has been known, has produced an airplane which technically can be called safe and fool-proof, The effort to discover the exis~ fence of a really safe airplane, where the judgment of the pilot in a crisis is unimportant to safety, has been initiated by the Daniel Guggenheim Fund for the Promo- tion of Aeronautics, which has or- ganized the first aircraft safety contest of its kind and which car- ries with it prize awards totalling $150,000 for aircraft which "de- monstrate under special rules the gratest advance in aerodynamic saftey without loss of efficency."." The prelminary work for the contest has been in preparation for more than a year. The undertak- ing has attracted world-wide at- tention and twelve planes have been prepared for the first period of test flying to be held to-day. Five of the ships in the first group are from England, one from Italy and the remainder from the United States, The entry time for the com- petition will remain open until Oc- tober 31, 1929, PHYSIGALLY FIT BEFORE MARRIAGE WOULD BE IDEAL Would Weed Out All Those Who Are Not Fit Saskatoon, Sask, June 20.--"If we could attain the ideal of phys- ical examination before marriage, th problem of pre-natal care would be much lessened for it would weed out those physically unfitted for motherhood," stated Dr Anpie Dixon, of Truro, N, S,, convenor of the committee on ma- troal welfare, who presented her report to the Federated Women's Institutes of Canada biennial con- vention here to-day, Dr, Dixon pointed out that a special committee of medical men appointed by the National Depart- ment of Public Health to investi- gate the high maternal death rate in Canada had found that the ma- jority of Canadian mother who died as a result of child birth, died. for want of pre-natal care, '""Becaue we felt our share in the campaign to reduce. maternal mortality must be 'educational and because medical men from coast urged us to undertake it," the speaker continued, * we launched a programme'. The idea "was to acquaint the membership with the facts brought out by the federal inquiry and the health department at Ottawa was given a complete mailing lst from each province. Each institute was asked to devote at 'least one meeting of 1928 to study of the literature forward- ed, and reports from provincial convenors indicated that about 50 per cent, of the Institutes com- plied. Referring to pre-natal care, Dr. Dixon thought that every girl baby should be brought up with the idea in view that she is a potental mother; that her body must be fitted to meet the demands of maternity with a minimum 'of discomfort and risk. Proper diets ing, especially in the long. hours in school, were very important. Every effort should be made to guard them against infectious dis- eases in order that heart and kid: neys be left unimpaired. South Huron Liberals yesterday, afternoon heard Hon. W. D. Euler, minister of national revenue, ex press the hope that in the not dis- tant future the sales tax will be abolished, and Hon, Ernest La- pointe, minister of justice, and Hon. J, C. Elliott, minister of public works, as well as Mr. Euler, discuss the proposed new United States tariff 'and it relation to Canada, The promise was given that whatever is necessary will be done to protect the interests of the people of Canada. Mr, Lapointe opposed. the sug- gestion that there should be rep- risals by Canada against United States' tariff increases, along the line adopted by the United States. "We are satisfied with Cana- dian methods and doctrines and we will keep them," he said. "We will shape our. policies, fiscal and otherwise, at Ottawa, and we wiil not take them from Washington." The minister of justice asserted that the Canadian government did not propose to follow United States tariff ideals. He made referénce to appeals which have been made to western Ontario audiences dur~ ing the present tour of Hon, R. B. Bennett, dominion leader of the Bennett's attitude 'toward the Conservative party, and to Mr. action of the United States in in- creasing tariffs against Canadian products, The meeting was held in the open, with the cabinet ministers, local politicians and political cele- brities facing the blue waters of Lake Huron from which blew a constant cool wind that made life worth the living for people just from the cities. The audience was scattered, the addresses reaching them by means of loud speakers, It was admitted that the attendance was not up to expectations. BARRIE'S GIFT TO "THRUMS" Kirriemiur, Scotland---The foun- dation-stone of the sports pavilion gitted by Sir James Barrie to Kir- riemuir was laid on the Hill of Kierrimuir recently, by the Pro- vincial Grand Lodge of Forfarshire Freemasons. The stone was laid by Bro. Thos. Lyell, P.G.M.D\, as- sisted by Bro, Sir Torquil 'Munro, P.G.8.M., and the office-bearers of the Lodge. Following the cere mony, Provost Moir, Kirriemuir, presented Bro. Lyell with a silver trowel suitably inscribed. The es- timated cost of the pavilion when complete is £2,000. It was discovered three days lat- er that the foundation-stone had been shifted, and the Masonic tok- ens stolen from thie cavity. A ves- sel containing & Masonic parch-- ment and a glass vessel containing a list of the members of the Town Council and copies of the local newspapers were left undisturbed. The matter is in the hands of the police. EDINBURGH WATER SUPPLY Threatened Scarcity.~-An Appeal To The Public Edinburgh, -- Edinburgh is threatened with a scarcity of wa- ter, and the authorities appeal te householders to conserve the water supply. . At a meeting of the Water Cowm- mittee of Edinburgh Town Coun- cil held in the City Chambers, the water engineers stated that the rainfall this year had been abnor mally low, with the result that'the quantity of water in store in the reservoirs is very much less than usual, and that if the drought con- tinues there is a risk of a scareity of water ensuing. The engineers suggested that householders and others should meantime be requested to exerel great care in the use of water with a view to .an appreciable daily saving being effected, and the Com- mittea agreed that the matter should be brought to the notice of the public, with a request that they should observe the recommen dation of the water engineers.
