GERMANY EXPLODES BOMB AT THE HAGUE Wilyl Not Pay More on Sep- tember 1 Than Young Plan Call For The Hague, Aug. 21,--The seri- ousness of the state of the. repara- tions conference, which has gone into its third week with little or nothing accomplished on the mam problem, was brought forcibly to the attention of all delegates yes- terday by German action in' re- questing a conference to determine what she must pay after Sept 1, if the' Young plan is not 'accepted in the short time remaining. It was considered that Dr. Gus- tav 'Streseniann, German ° foreign minister, had served noticé on the creditor powers that they had 'het- ter come to a quick agreement, be- cause in any case the Reich would not pay more than the Young plan calls for, Germany was supposed to make the last payment 'under the Dawes plan at the rate of about $560,000,000 a year at the end of this month, and to pay as the first instalment under the Young jan the lesser sum of $802/000,000, Dr, Stresemann gaddressed his letter to Premier Jaspar - of Bel- ginm and it was immediately, ac cepted by the six chief creditor na- tions. The meeting will be held at 5,30 p.m, today. "Briand and Snowden Meet While thus brought to sharp re- alization of the situation, the dele- gates found some hope. in the re- putedly friendly meeting' yeSterday between Rt. Hon. Philip Snowden, and Premier Aristide Briand. . The communique issued after their tea at the quarters of Ambassador Ad- atch of Japan, gave no' indication of the result of the conversation, but from an authoritative source it was learned that the French 'and British viewpoints were no jonger regarded irreconcilable, . This was taken to, mean that France was disposed to stretch a point in order to obtain settlement here, and was also disposed to: use her influence with the other ered- dtors, notably. Italy. Despite this indication of pro- gress in the efforts of the creditors to agree upon division-of repara- tions payments among themselves, the barometer of the conference re- mained low, for the time remain- ing before the delegates must leave was" thought to be insufficient to complete the negotiations. . The meeting of today ofthe six big powers is expected to bring about a decision whether further attempt shall be made about an agreement here or ad- journment taken to Lausanne after the assembly of the League of tions, or that the experts be left to grapple with the problem while the chief delegates retire to get home atmosphere. ; Italy Replies to Snowden Replying indirectly to Mr. Snow- den's criticism that Italy enjoys.un- (due advantages under the Young plan, Signor Antoni 'Mosconi said: "Italy, France and Belgium, nv less than Britain, were called upon Mrs. Myrtle Taylor and Master |... 4 Ralph are visiting Oshawa Hiends p and relatives. As to further sacrifices to meet British demands and bring: about an agreement the finance minister said that Italy 'not only was will ing but had informed the British delegation to that effect on Aug 14, 'He added that details of the sacrifices that Italy proposed to make had been handed to the ex- perts yesterday morning. The minister especially resented the introduction of Italian domes tic politics into the discussion by references to Fascism. "Here af The Hague," he sald, "it 1s a ques tion neither of Fascism nor of the Labor party, We are here one (again as Italy and Great Britain have been often In the past to try to come to an understanding joint ly with other countries."
