Berlin, Sept. 20.--~Ten years after the Treaty of Versailles finds land surveyors still busy fixing Germany's new boundaries, with some more ears of work in front of them. oundary. commissions appointed by the allied and associated powers, as- sisted by a German commission, la- bored for five years after the peace on laying down the new frontiers. They surveyed and marked about 2,000 miles of German territory along | the 'French, Belgian, Danish, Danzig and Polish borders and in the Saar region, Afterwards the Lithuanian frontier was fixed, but there still re- mains the intricate German-Czecho- slovakian demarcation to be settled. A boundary treaty is in course of preparation betwen Prussia and Czecho-slovakia, replacing old trea- ties with Austria and Bohemia dating from 1848, 1862 and 1869. A great number of enclaves on both territor- ies have to be abolished or exchanged and cach side is jealously watching lest the other obtain some undue ad- vantage. The final adjustment of the Bavarian-Czecho-slovakian and Sax- on-Czecho-slovakian borders will pro- bably take some years longer. Polish boundaries were found to be the most difficult of all to arrange, as a whole series of laws had to be drafted gov- erning the control of ile Oder, War- the and Netze basins. Germar-~ bit- terly complain of inadequate access to the Vistula and.the impossibility | of keeping up dike protection for the low lying land around, under the pre, sent arrangements, and there is much local antagonism:on both sides of the border. Ara A special treaty with Lithuania be- came y 'b a sand- bank made it impossible for ships on the River Memel to pass except through a section under Lithuanian jurisdiction, Much friction has also been caused over the new frontier arrangements in the Eupen-Malmedy region which was assigned to Pelgium. Here is a section 'of railway track runs right on the border line, simply extending a free invitation to the smuggling fraternity. Certain roads belonging to Germany ran right into Belgian territory. Not long ago there was |! an amusing case of a local inhabitant who was held for trespassing because he had unwitti B= on a chair, two legs of : happened to stand on the other side of the frontier. asked to vote W PROBLEMS OF CRIME AND OF CRIMINALS TO OCCUPY EXPERTS American Prison Association Opens Its Convention Tonight Toronto, Sept. 20.--Problems of crime, prisons and prisoners is the topic that more than: 300 criminolo- gists, social workers and-educators from all parts of Canada and the United States will next five days; w can Prison Association begins its uss for the n- the Ameri- fitty-ninth annual! Congress in the Royal York hotel tonight, : The criminal in the making, in the court room and in the peniten- tiary will be analyzed by men and women prominent in the study of the reform of criminals and prisons while the problems of crime pre- vention, care of the criminal after imprisonment, and the influence of Church, State and community will be discussed in lectures and con- ferences that will take up almost every hour of the six-day program. An.important subject which will be considéred is President Hoover's plan to relieve the congestion of United States Federal prisons. The United States Congress "has been $6,000,000 toward this' plan. The discussion fis prompted 'by the National Proba- tion Association, which' is co-oper- ating with the Prison Association.
