Vancouver is rapidly becoming a city of beautiful buildings, said Mr. Andrew L. Mercer, president of the Architectural Institute of Brit- ish Columbia, in an exclusive in- terview to The Vancouver Sun. The development of sound arch- itectural taste in the city is a rec- ent growth, however, he declared, and many sections must be rid of hideous structures before Vancou- ver is truly beautiful, "The legs we say about our arch- itecture of the years before 1905 the better," Mr, Mercer remarked, "Until that time there was only one decent piece of design In the whole city. That was old Molson's Dank building, which has since become a part of the David Spencer, Limited, store." Designs Praised Five downtown buildings of good design were erected in the four "boom'* years from 1909 to 1913 Mr. Mercer declared. "The Police station on Cordova street is a real- ly good design in mass proportions, whatever defects it may have in planning," he said. "If the city would spend a few dollars washing it down, the citizens might get an opnortunity to appreciate its beau- "The new Vancouver Club build- ing is another really good piece of architecture," Mr. Mercer said. "It is well adapted to its purpose and has a great deal of architectural merit," The Bank of Nova Scotia building, a straightforward bit of office building design, and the Can- adlan Bank of Commerce, which is boldly conceived and typifies the character of the Canadian banking system, are among the good archi- eciuml designs of the boom per- od. The Carrall Street station of the B. C. Electric is another good structure of the period, he said. Two Bank Buildings Continuing his sketch of down- town development, Mr. Mercer pointed out that the war years saw very little building done. "The Bank of Montreal and the Bank of Toronto, erected at this time, ar good examples of Canadian ban architecture, which differs radic ally, especially in interior plann- ing, from American bank architec ture. Both these banks, though planned, rich, varied. Visiting ar- chitects admire it freely, Third Shaughnessy, too, is a district of surpassingly beautiful homes, Speculative Building "In Second Shaughnessy, unfor- tunately, the traces of speculative building are evident. "The speculative builder is out to make money. He wants as many rooms as he can get for so many dollars. Design means little to him. And it takes only one poor design to ruin the appearance of an entire block. "I should say," he concluded thoughtfully, 'that the Americans spend dollars to our cents on their buildings. But I think we spend our money more wisely, "Take Seattle. The Seattle homes are more expensive than ours, as a rule, yet it is my opinion that they are not a patch on ours for design and architectural mer- it.' The former premier left Spain vol- untarily wher Pe Rivera set up the dictatorship, and lodged a violent pro- test with the royal family against suspension of constitutional govern- ment. Uncertainty as to the ottre of Berenguer's government was ems phasized by the refusal of Francis« co Cambo to become a member of the ministry unless he were given complete liberty to analyze the ec- onomic and juridical acts of the dictatorship, regardless of whom they involved. In a conference between > Alfonso, Cambo, and the Duke Alba, previous to announcement the makeup of the new ol ot Cambo is said to have repeated his insistence on a free hand as a con- dition to his acceptance of a post. He asked not only for permission to investigate thoroughly the financial condition of the country, it is une derstood, but to dig into the "juri- dicial responsibilities which have been incurred during six years of dictatorship." Since this might involve some of the highest authorities, political ob- servers were not surprised to sce the king and his prime minister de. cide to govern withott Cambo's as sistance, NEW TURBANS Turbans are a popular form of headgear. In 1926, the president of thr Architectural institute went on there was a revival of building ac tivity in the business district. By far the finest structure pu' up in the last five years is the Me dical Dental building which, in his opinion, is a splendid example -of the modern trend in design. "Just because a building Is a sky- scraper, though," he commented, "It 1s_not necessarily beautiful, As a matter of fact, it can become a greater montrosity, because of its size than many smaller buildings. 'The beauty of a mammoth structure depends far more on the balance hetween wall and glass surfaces, on line and on the dis- tribution of shadow, than on orna- mentation." Hotel Vancouver Among the larger buildings in the city, Mr. Mercer considers Ho- tel Vancouver outstanding. 'It is a particularly rich example of Ita- lian Renaissance," he sald. "It it one would admire its beauty. js." Apartment houses in Vancouver are superior layout and in accom- modation to almost anvthing at corresponding rentalg on the con- tinent, Mr, Mercer said. exteriors are far from ideal. "Many of them are of the Span- ish type," he said. "But the Span: ish type is. dishonest design in this eity. We have too much rain and dirt here for it." Vancouver's churches, with two exceptions, Mr. Mercer * considers pateh work. Canadian Memoria! chapel and Ryerson church are, in his opinion, the only two churches of real architectural merit in the city. They are both Gothic of the 16th 'century. " "First Shaug sy," he said.
