The fundamental principle of the Separate School Act is that Roman Catholics in Ontario shall enjoy the "special privilege" (given to no other denonunation)-of having their school taxes applied for the maintenance of their sectarian schools, in which the Roman Catholic religion is taught as the most important subject on the carriculum. As Archbishop McNeil has said in a pubilc address, the only difference between the Public and Scparate schools is that religion (Roman Catholicism) is taught in the Separate school system and not in the Public system. The people of Ontario have accepted the Act of 1863 as a final settlement of the question. On the other hand, the Roman Catholic Church, leaders have repudiated the agreement made in 1863 by two bish- ops accredited by the heads of the Church in the two provinces, The bishops secured from the Gov- ernment of Sir Oliver Mowat a score of amendments to the Separ- ate School Act and the Assessment Act, giving them additional special privileges, not contained in the Act of 1863. Some of those amendments are of so serious a character that they should be repealed, That is a subject for future consideration and what we have to deal with at the moment is the present agitation by the Roman Catholic bishops to sc- cure for their religious schools a portion of the taxes paid by Protest- ants for PUBLIC education. So far as legislation can effect the purpose, the law as it stands provides a way by which every dollar of school taxes that can be shown to be paid by Roman Catholics is avail- able for the maintenance of Separ- ate Schools, whether it is in the formy of real estate, personal prop- erty, or business tax. So far as real estate is concerned, the law is sing- ularly generous to the Separate schools in that regard. It all the house property in On- tario were owned by Protestants, the Separate schools would get the tax- es on every gesidence occupied by a Roman Catholic, and the Protcstant owners would be compelled to pay at a higher rate for schools. In the province of Quebec the re- verse is the law. Houses owned by Roman Catholics and occupied by Protestants are assessed to the Ro- man Catholic schools, It will be seen, therefore, that the minority in Ontario is treated much more generously than the minority in Quebec. The reason for that is that the Public schools are non- sectarian, and are designed as much for Roman Catholics as for the people of other faiths. It is a constantly shifting quantity, So in cases where it cannot bé shown, the whole assessment properly goes to the Public school system, in the use of which Roman Catholics have the same right as Protestants or Jews. If the demands of the bishops were granted, the Public School sys- tem would suffer an annual loss of revenue that would run into an en- ormous sum. That would mean a con- tribution of that amount by Protest- ants for the teaching of the Roman Catholic religion. It would be an in- tolerable injustice. But it would be more than that. f the present revenues of the Public schools were depleted by two million dollars a year, the taxes of Public School supporters would be increased by that amount if the ef- ficiency of the Public system were maintained. That is not a pleasant prospect for Public school supporters.
