Stanley Bald- win, ex-Prime Minister, at present leader of the Opposition in the House of Commons, is greatly interested in the project of a ship canal between the Forth and the Clyde. Whether that will help the cause much is an- other story, because when it comes to discoverinig the cost of an under- taking of this kind, the profits, if any, which it may earn, lg) its value for national trade purposes, the poli- ticians do not have so much power as the public imagine. They talk a lot, but they cannot get over figures of profit and loss, and no one has yet been able to, show that a Mid- Scotland Ship Canal would pay its own current expenses, not to speak of interest on the many millions that would be required to construct it. Ah, but, argue those who favor the scheme, look at the amount of em- ployment that would be provided, and how the great industrial "belt" o© Scotland would be developed if there were running through it a wa- ter way capable of taking the biggest of ships, and of giving them berth- age every here and there.
