Hecame Trouble Maker He participated in the meetings which brought about the Young Plan, but immediately after sigur ing it he became a trouble-maker, He went 'outside his financial do. main and embarrassed his govern. ment in politics, At the Hague conference of the allied powers he fought the very scheme he had signed. He hinted that the Reichsbank might not be able to make the payments called for, and which had to be made to the international bank that is to be set up, This was a blow not only at the Young plan, but at the German coalition government itself, People began to wonder if Schacht were trying to make himself chancellor of the reich, or president. What- ever his thought, Schacht finally got himself in a position where re- signation from his high post was his only possible course, There was only one man whom German political and financial lead- ers could consider as a possible sue- cessor. Thelr choice of Dr, Luther was seconded by leading banking authorities of Britain, the United States and France. As one of the fathers of the La carno pact and as one of the stout believers. both in the Dawes and the Young plans, Dr. Luther is marked out as the man who, at the head of the great German na- tional bank of issue, can do much to help Germany solve its finan- cial and treaty problems, Since election' to his new post he has stated that the stability of Germany's currency is beyond as- sault and that his policy regarding foreign loans will be guided by their chances of bringing about production in Germany. He said he was a great believer in the efficiency. of the German working class and would do all he could to strengthen the credit of the German state abroad.
