(131a) TRIPLE DIVISION OF DEFENSE JOB NOW FOREGAST Power Expected to Be Asso- ciate of Ralston and Air Minister, Too Ottawa, July 4--When the long- | anticipated Cabinet changes are an- | nounced, they will provide for close co-ordination between three depart- ments of National Defense that are being established. Hon. J. L. Ralston will be Min- | ister of Defense. Hon. C. G. Power. | it is understood, will be associate Minister of Defense as well as Min- ister for Air. There will also be a new Minister to be responsible for naval and coastal defense. Colonel Ralston and Mr. Power are friends of long standing "who have demonstrated many times in tne past their ability to work close- ly together. What is more they complement each other and make a strong team. * Both are devoid of the personal ambition which under some cir- cumstances might make a joint portfolio a hazardous venture. An official described the combination today as having the strength of plywood--stronger and more ad- aptable than either of the two alone, The third man mentioned for the naval defense portfolio is said to be a Maritimer possessing the full confidence of the Maritime Prov- inces. It was expected that the Cabinet changes would have been announc- ed yesterday; they are now looked for today. Three Organizations Working Some 'months ago Deputy Min- isters were named for the three de- fense services. There are already separate organizations for the Navy, Army and Air and creating a Min- istry for each will not cause any confusion Supporiing the Ministers are three outstanding officials recently drafted from the public service, men who are able to cut through peacetime red tape. Y James 8. Duncan, vice-president and general manager 'of Massey Harris, will continue as Deputy Minister for Air though it is une derstood he declined a portfolio in the reorganized Cabinzt, believing his experience #5 a business man can employed to' greater advan tage In the capacity of Deputy Minister, In the last few weeks Mr. Powa1s, Mr. Duncan and Munitions Minister 367 Mary St. y (1831c) Howe have rearranged the plan: fio | ed when their that the output that would come in two years will ccme in one year, The second official is Colonel Allan Magee, president of Barclays Bank, who has recently been ajj- pointed to the new post of execu- tive assistant to the Minister of De- fense. In this job Colonel Magee will have all the power of an Assist- ant Minister. His military record, combined with impressive business qualifications, fits him to cut loose from precedent and build up an or- ganization to meet the emergen- cies of the moment. The third appointment was an- nounced today. George S, Currie of McDonald, Currie & Company, Montreal chartered accountants, be- comes a second executive assistant to the Minister of Defense. He will have direct supervision over the business and supply work of the de- partment. , This is just the beginning of a move to draft civilians to handle the executive organizing posts in the defense services. More appoint- ments will be announced in the near future. FALSE IMPRESSION MAY ARISE OUT OF COURT PROCEEDING Manager of Topp Furniture Co. Thinks Explanation Due Him A false impression may have heen gained about the Topp Furniture Co. from reading the report of a police court case which appeared in The Times on Wednesday, it was brought to the at:ention of this newspaper. While the case was cor- rectly reported in so far as the evi. dence went and the remarks made by the magistrate, the management of the Furniture Co. takes excep- tion to the following, which was quoted: "There are certain angles about these cases which I do not like , . . where men are loaded up with furniture or other articles through high-pressure salesman- ship and then hounded to death for pavments." Mr. Topp stated to The Times -hat the man who was charged with theft was not approached in any way, but that he came into the store and selected goods to the value of $85 and after paying a sum less than half of which hé had Picture Industry to encourage the tale of war savings stamps the holding of a free show in all thea- | tres Monday, July 15, at 830 pm. | The admission requirement for the | patriotic shows is the purchase of | two or more 25-cent war stamps which remain the property of the, patron until redeeme the Dom- inion Government plus interest. - The statement of approval by Premier Hepburn is as follows: "As - Prime Minister of the Province of Ontario I have been happy to learn of the enthusiastic effort being put forward by the motion picture indus.ry of Cana- da toward the successful prosecu= tion of the war through the pro- motion of the sale of War Savings Stamps and Certificates in the theatres of Canada "I extend every good wish for the successful conclusion of the campaign so generously offered by the motion picture industry." PRIEST IS KILLED INAUTO ACCIDENT Fatally Hurt When Car Hits Cow in Bangor Township Belleville, July 5.--One Toronto pries: was killed and another priest, a passenger in hic auto, is in a crit- ical condition from injuries suffer- motor car hit a cow as they passed over the brow | {of a hill last night at Purdy, in Bangor Township, 25 miles north | of here. Rev. Walter Gulczysiki, Toronto, died of a frac.ured neck, and Rev. S. Puchnick, Toronto, suffered ser- fous internal injuries. Coroner E. Anderson ordered an inquest after conferring with Crown Attorney B. C. Donnen of Bancroft and Provin- cial Constable Sam Palmateer of Bancroft, who investigated the ac- cident. Dr. E, Saddler, Cumberford, gave first aid to Mr. Puchnick be- fore sending him to Pembroke Hos- pital, . The two priests were driving north when they came upon five head of cattle just below the top of a hill. The car s.ruck one cow and overturned three times into the ditch. SKILLED WORKERS STILL IN DEMAND Ship Building Industry Seeks Help--Machinists . Are Wanted The demand for skilled mechan- ies throrzhout the province wig, ues and is likely to continue, cording to the orders for help re- ceived at the local office of the Em- ployment Service of Canada. The ship building industry, at Col- lingwood is asking for ninety men, | which includes all classes of gkilled mechanics. An order from as far east as Halifax sought ship fitters, fron chippers and those experienced in boat work. A Sault Ste. Under the terms of the sale agreement, they could not be moved out of town unless full payment was made. However, the goods were moved to Toronto and no report or request ic " zed to have been made, and Mr. Topp then took proceedings to col- |! lect or get his furniture back. It was implied in the report that the accused had lost his job as a result of the charge. Mr, Topp al- leges that he did not hear or see any evidence to prove this impli- caticn, and thinks he is entitled to | the above explanation. | CALLS CONFERENCE ONHOME DEFENSE Conant Anxious to Study Civil Guard Part in Program Toronto, July 5.--Attorney-Gen- eral Gordon Conant has called a conference of representatives of | velunteer civil guards in Ontario, | to discuss vital problems in connec- tion with home defense. The meet- ing is scheduled for next Monday at Queen's Park. "The present situation in connec- tion with volunteer civil guards in the Province presents several prob- lems: which have been under con- sideration," said 'Mr. Conant yes- terday. "It is desirable that the views of commending officers of guards and of others who have ==n inievestad gnd actively engag- ed in the organization of such varas, should be available in deal. ing with such problems. These mat- ors include the ques:ion of arms for volunteer civil guards and the clationship of such guards to the defense measures of the Dominion Government." The Attorney-General said his department is still receiving many requests for arms. The extent to which the plans of the Dominion Government for home defense might affect the situation, if at all, is also a matter of consideration, he pointed out. It has been suggested that those attending the conference comprise the commander of the volunteer unit, the chief of police, the head of the municipality, or such offi- cials as the municipality may see fit to select. There are thirty-eight volunteer civil guards in Ontario and forty others are in process of formation. The conference will take place in committee room No. 2, at 10.30 a.m. NEW RED SHIELD CENTRE AT BARRIE The official opening of a new Red Shield Service Cenue at Barrie, Ont., was conducted recently by Brigadier J.
