Today, of course. it is as accepted as the five-cent cigar used to be. Fiscal Affairs Of Newfoundland Now Under Study 8t, John's, Nfld., Nov, 12.--(CP)-- No one can yet say what terms Newfoundland' might lay down should she decide to try to join Canadian confederation, but men in close touch with political affairs on the Island believe her demands on Canada might total as much as 20,« 000,000 annually. A 45-man convention now is studying the economic position of the country and on the conclusion of the deliberations is scheduled to reccnmend what future form of | government the Island should have. | The convention voted recently to defer sending a mission to Ottawa to ascertain Canada's terms until after the convention was in pos- session of ful] facts on Newfound- land's economic position. The convention, elected last June, may recommend continuation of the existing commission government, appointed in 1934 when Newfound- land lost responsible government as a result of financial difficulties. It may recommend federation with Canada of a return of responsible government. Other alternatives would be union with the United Kingdom or the United States, but these are considered outside possi- bilities. The Island once before sought to enter confederation, but the Cana- dian government refused to meet the terms laid down by the New- foundland delegation. That was in 1895 and until recently federation with the Dominion was considered a dead issue. At that time the Island had a debt of $10,350,000. It asked Canada to take over the debt to the extent of $50 per capita. This and other demands would have cost the Dom- inion about $900,000 annually, Can. ada countered 'with an offer of less than $500,000 and ,the negotiations broke down after the United King- dom refused to take over the ise land's debt. Now the debt is estimated to be in the neighborhood of $85,000,000. | And the needs of the Island are great, Should the Dominion be ask- ed to pay $20,000,000 annually in subsidies it is not known here what the Canadian reaction would be. The amount is about 5,000,000 more than the three maritime prov. inces would 'have received under the 15 per capita subsidy offer made to the Dominion-Provincial conference last May.
