Barton Dies, Aged 69 Toronto, July 7--(CP)--Dr. Eli Jeanklin Burton, O.B.E., 69, one of University of Toronto's most Btinguished professors and an in- ternationally known scientist, died in hospital yesterday. He was a member of the Univer- sity of Toronto staff since his graduation there in 1901. He head- ed the Department of Psysics from 1931 and retired from the staff a month ago due to poor health. Through his guidance, the U. of T's Department of Physics gained world recognition, During the Sec- ond World War, his department contributed much in training undergraduates and providing re- search facilities in such endeavors as aviation medicine, poison 'gas studies, new explosives, the prox- imity fuse and radar. Among numerous contributions to scientific knowledge were his outstanding success with the colloi- dal arsenic treatment for cancer, which he developed in collaboration with the Toronto surgeon, Dr. A. C. Hendrick; his invention in 1930 of a device to determine the amount of moisture in human and other bodies; and his development in 1940 of an electron microscope capable of 12,700-diameter magnifi- cation. Dr. Burton's outstanding contri- butions to science were recognized in 1943 when he was awarded the OBE. in the New Year's honors list, Born in Green River, Ont, he was educated in Toronto, In 1908 he was awarded his Ph.D. He be- came full professor in 1924 and in 1032 he was appointed head of the Department of Physics and a director of the McLennan Labora- tory! professor was never reluct- ant to express his opinions on con- troversial subjects. At one time he candidly expressed the belief that advances in medical science were requently hampered, rather than moted, by the organized medi- profession. Two years ago he was quoted as saying that any new scientific ap- paratus developed in Canada "is never manufactured in Canada but is always handed over on a gold platter to the United States." The girl was thrown beneath a parked automo- bile. | UK Will Welcome U.S. Investments In Her Colonies London, July 7--(Reuters)--Unit- ed States private investment in the colonies is not expected to be great, Douglas Jay, Economic Secretary to the Treasury, told the Commons today during resumed debate on the Anglo-American agreement on the European Recovery Program. But any fresh capital brought in- to the colonies, with safeguards, will be welcomed, he said. Jay added: "We shall not exclude private finance from the United States from investment in the colonies, but if such investment is permitted we shall see that exactly the same safeguards and conditions are ap- plied as with British capital." Britain would seek to achieve closer, long-term economic union with the other European countries. To this end she was already study- ing in Paris a long-term production and development program and also longer-term possibilities such as the approach to a customs union. If the price of Britain's imports had risen since 1938 by no more' than the price of her exports, she would be £350,000,000 ($1,400,000,000) ' a year better off then now on her balance of payments. That was about the amount she would receive under ER.P. David Eccles, one of the Chief Conservative speakers, welcomed the agreement but criticized the text as obscure.
