Officials of the Transport De- partment and the CBC are bargain- ing with the American Federal Communications Commission for the right to certain television broadcasting channels along the border. The pact, if consummated, would cover a belt 250 miles deep on each side of the boundary, involving vir- tually all major Canadian cities. By the same measure Canada would also guarantee not to allow her stations to interfere with Am- erican stations in channels set as- ide for them. Only 12 channels are available to go around and there have been some objections from the Ameri- can industry which sees the tenta- tive act as tying up expansion plans near the border. They say that Canada is taking a dog-in-the manger attitude when there is no industry here. Canada Set For Television In 1949, Protects Borders However, the Canadians say there soon will be a growing in- dustry and freguencies will be needed. Government officials say that although there are only 12 channels, the brief television range makes the figure deceptive. One expert said that actually the hori- zon is the breadcasting limit and it will be possible 'for more than oné station to use the 'same wave- length within the 250-mile belt. For example, Rochester, N.Y. and Montreal may use the same frequency but be far enough apart not to bother each other. However, the samé would not hold true for Windsor and Detroit. Consequently the. tentative pact to stagger the stations. The CBC, at the first meeting of its board of governors after Oct. | 1, will consider the right of priv- | ate individuals to open television stations. One of the three stations avail- able in Toronto will be reserved for the CBC for its contemplated nat- ional establishment as soon as the necessary financing can be ar- ranged.
