' MONDAY, AUGUST 16, 1948 7 THE DAILY T IMES-GAZETTE PAGE THIRTEEN African Colony To Take Census Of Its Natives . « Salisbury, Southern Rhodesia,-- (CPy--A census experiment which is being watched with great interest by the Economic and Social Coun- cil ofthe United Nations is at pre- sent being undertaken ih Southern Rhodesia. . Twenty-four men will spend the next two months visiting nearly 2800 native kraals scattered throughout the colony to get as far as possible an accurate total of the African population of Southern *- Rhodesia. This scheme, it is understood, may later be Applied in other African territories and result in an accurate assessment of the total population of the, African cgptinent for the first time in histofy. "The United Nations is interested because this. is the first time such a method has been tried in Africa," said J. R. H. Shaul, census director for Southern Rhodesia. - "If it is a success, other African territories will 1.ndoubtedly follow. What is urgently required is not so much the actual population fi- gures as the rate of. growth." Mr. Shaul said that the colony itself would benefit from possession of reliable figures on birth and death rates, infant mortality rates, fertility statistics and the age distri- bution of the African races. Draft proposals for a sample cen- sus of the African population of the colony were prepared' in August, 1947, and forwarded to the sub- commission on statistical sampling at Lake Success. .He said that in recent years a new method known as "sampling". had been tried with success in the Uni- ted States, Canada and Britain. To- day, for th¢ first time, it was to be applied to census-taking ' among Africans. Mr. Shaul said a completed enu- meration in the orthodox .manner was practically impossible in the case of a large illiterate'population. | With the European populations the | responsibility was thrown to the | householder, but with the native populations the enumerator had to | fill in the forms himself. | Some experts, he said, claimed that the sampling method was ac- tually more accurate than complete enumeration. A limited number of enumerators was employed and the factor of human error was thus reduced to a minimum. At the same time results could be obtained more rapidly and at much lower cost. On reaching each kraal, said Mr. | Shaul, the enumerator would get | in touch with the headman and ex- plain the purpose of the inquiry. Each hut in the kraal would be visited in turn and particulars of everyone would be recorded. Each inhabitant would be recorded in one of three age groups--under one year, one year and over up to the age of puberty, and over the age Australia May Get Polish Coal Miners Sydney, Australia -- (CP) -- Aus- tralia is planning to bring out from 6,000 to 10,000 Polish miners to help relieve a shortage of coal miners. Prime Minister Chifley was told the miners were available in Britain 'if Australia wants .them, If the Australian cabinet approves, the miners ill be brought here as displaced persons in the same man- ner in which Baltic immigrants are transferred to Australia. They would have to stay in their jobs for two years and would not be allowed to work in other industries. Considerable opposition is ex- pected from the Miners' Federation. Immigration Minister Arthur A. Calwell is already having trouble with the unions over displaced per- sons. Communist-dominated unions have expressed apposition to allow- ing Balts to join their unions. The objection is given that many of them are "anti-Communist and pro-Fascist." : The official organ of: the Com- munist party in Australia, The Tri- bune, has been conducting a cam- paign against' the Balts for the past six months. No move has been made to ab- sorb the Balts in heavy industries. Many of them were brought out to work in the steel industry, but after strong objections from the secretary of the Ironworkers' Federation, E.
